Enterprises will be able to compensate for the costs of purchasing equipment and rights to the results of intellectual activity.

The new enterprise support program provides for compensation of part of the cost of paying interest on loans taken for the purchase of new production equipment (including transportation, customs clearance, installation and commissioning). Industrial companies will also be able to offset the costs of purchasing exclusive and non-exclusive rights to the results of intellectual activity (including software).

The amount of support will be calculated based on the interest rate on the loan, but not more than the size of the key rate of the Bank of Russia (7.5 percent). Moreover, the total amount of compensation cannot exceed 100 million rubles per year.

Since 2012 in the capital there are subsidies, which compensate for the actually incurred and documented costs of updating fixed assets. This means that at the time of filing the application, the equipment must be put into operation. The new rules will make it possible to recover costs at an earlier stage – during procurement, installation and commissioning.

It is estimated that one ruble provided to enterprises under the new program will attract more than 10 rubles of investments into the city’s economy.

The operator of the program is the Moscow Fund for the Support of Industry and Entrepreneurship. Implementation agreements have already been concluded with seven large credit institutions – Alfa-Bank, VTB, Gazprombank, Promsvyazbank, Rosselkhozbank, Sberbank and Sovcombank.

Since 2017, the Moscow Fund for the Support of Industry and Entrepreneurship has been providing soft loans for the modernization of production, the purchase of equipment, the development of exports, scientific research and other purposes. During this time, the fund issued 31 loans totaling about three billion rubles.
