Marat Khusnullin made a presentation at a meeting of the All-Russian Coordination Council of Commissioners for Human Rights. Speaking about the work of the Government to ensure the housing rights of citizens, Marat Khusnullin outlined its main directions. Marat Khusnullin also recalled that the new resettlement program was supported by the President, and stressed that for its successful implementation, it is extremely important to use a new mechanism for the integrated development of territories, as well as the construction of rental housing and the implementation of preferential mortgage lending programs. The Deputy Prime Minister said that according to the new program, more than 600 thousand citizens will be resettled from about 11.6 million square meters. m of emergency housing, recognized as such from January 1, 2017 to January 1, 2021. According to him, the draft federal budget for 2022-2024 provides for 45 billion rubles for these purposes.
Speaking about the plans for further work to protect the interests of citizens in the housing sector, the Deputy Prime Minister said: “Today there are a lot of citizens’ appeals on the topic of housing and communal services. This is the wear of networks, accidents. We will single out approaches to the development of housing and communal services as a separate issue, which will be brought up for discussion with the President to agree on measures aimed at solving the problem. “
Commenting on the work on improving the mechanisms for providing housing to citizens of privileged categories, the Deputy Prime Minister said that in order to solve the problem of waiting lists, it is necessary to be guided by the principles of transparency of the system of registration of citizens and targeted provision of support measures. He said that within the framework of these approaches, the Government is working to create a unified digital register, where information about all those on the waiting list and their family members will be collected, and an action plan is being prepared to strengthen control over the validity of including citizens in the lists of those in need of housing.
“The issue of providing housing for orphans is especially acute. Our main task is to provide housing for citizens who really need to improve their living conditions, ”Marat Khusnullin emphasized.
