Meeting of the co-chairs of the Russian-Chinese Intergovernmental Commission on Cooperation and Development of the Far East and the Baikal Region of Russia and Northeast China

On November 24, in the mode of videoconference between Moscow and Beijing, an intersessional meeting of the co-chairs of the Intergovernmental Russian-Chinese Commission on Cooperation and Development of the Far East and the Baikal Region of the Russian Federation and the North-East of the People’s Republic of China took place: Deputy Prime Minister – Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District Yuri Trutnev and Deputy Premier of the State Council of the People’s Republic of China Hu Chunhua.

As Yuri Trutnev noted, China is Russia’s main economic partner in the Far East. “The volume of trade relations between our countries is growing. The trade turnover of the Far East with China in the nine months of 2021 amounted to USD 9.5 billion. An increase of 17.2%, ”he said.

The inflow of foreign investment to the Russian Far East is facilitated by measures of state support, including preferential regimes for priority development territories (PDA) and a free port (FPV). In the Far Eastern Federal District, with state support, more than 2.6 thousand projects are being implemented with a total investment of about $ 90 billion. In the Far Eastern ASEZ and the free port, 56 projects are being implemented with the participation of Chinese capital with a total investment of US $ 2.4 billion. These are projects in the field of industry, agriculture, construction, transport and logistics.

Work on the development of high technologies was noted among the main areas of cooperation. In accordance with the decree of the President of Russia, work is underway on the Russky Island to create an innovative scientific and technological center. A special legal regime has been created with tax preferences, special conditions for foreign specialists and the possibility of allocating land for the creation of scientific and commercial infrastructure for launching innovative projects. The main activities of the center will be biotechnology, the World Ocean, information technology and robotics. “We are ready to work together with Chinese partners and invite leading research centers and technology companies in China to take part in the implementation of high-tech projects,” said Yuri Trutnev.

They discussed issues of interaction in the field of foreign trade and transit transportation of goods through the Russian-Chinese border crossings. According to the Russian Deputy Prime Minister, it is necessary to introduce new mechanisms to improve interaction between the two countries. He invited the Chinese side to consider, in cooperation with Russia, the use of the green corridor mechanism, which would optimize the sanitary and quarantine regime for the passage of goods.

During the conversation, the issue of ensuring freight traffic on the bridge over the river was also considered. Amur near the cities of Blagoveshchensk – Heihe. The parties agreed to make every possible effort to ensure the opening of freight traffic on the bridge as soon as possible, in compliance with all sanitary and epidemiological requirements.

The issue of cooperation in the field of carbon regulation was considered. According to Hu Chunhua, the Chinese side is ready to implement joint projects related to energy efficiency, the use of alternative energy sources and others.

The Russian Federation plans to reduce greenhouse gas emissions by up to 70% by 2030 compared to 1990 levels. Sakhalin Oblast was chosen as one of the pilot regions for conducting an experiment to establish special regulation of greenhouse gas emissions. Now the possibility of creating a hydrogen cluster on the territory of the island region is being studied. A number of APR states are showing interest in this work. The Chinese side was invited to consider the possibility of participating in this project.

The agenda included issues of cooperation in the field of urban planning and building materials. At the last VI Eastern Economic Forum, Russian President Vladimir Putin decided to prepare a large-scale renovation of Far Eastern cities.

“We are starting to design, and in a year and a half we will start construction work. China has accumulated unique experience in large-scale construction. We would also like to invite Chinese companies to consider the possibility of participating in this great work, ”said the Russian Deputy Prime Minister.

The Chinese side expressed interest in the implementation of projects for the production of frost-resistant building materials, the formation of smart cities, in the field of urban planning.

“The pandemic has made adjustments in people’s lives and in the dynamics of economic development. Whole sectors of the economy found themselves in a difficult situation, the number of contacts decreased, and the tourist flow decreased. In all countries, a number of restrictions have arisen associated with concern for the preservation of the health and life of citizens. At the same time, I would like to say that the peoples of China and Russia are linked by long-term relations of friendship and good neighborliness. I am confident that, relying on this foundation, we will be able to overcome any challenges and use mechanisms that allow effective cooperation in a changing world, ”summed up the meeting Yuri Trutnev.
