Moscow will receive about 22 thousand new jobs.
Industrial technoparks, shopping and business centers, as well as an industrial complex, schools and a kindergarten will be built by private investors in Moscow. This work will be carried out within the framework of the program to stimulate the creation of places of employment outside the Third Ring Road. The total area of real estate objects will exceed 780 thousand square meters.

To date, 13 agreements have been signed between the Moscow Government and private investors, according to which industrial, public and business facilities will appear in different parts of the city.
Seven documents at once provide for the construction of multifunctional, business and shopping centers in the North-East, East, South-East, South-West, North-West and West administrative districts of the capital. As part of these projects, private developers will build 502.3 thousand square meters of real estate. The total investment in the construction of 10 facilities will amount to 48.6 billion rubles. The amount of benefits from Moscow will exceed 21 billion rubles. The new facilities will be able to employ 16.7 thousand people.
As part of three more agreements, private developers will build industrial technology parks with a total area of 135.7 thousand square meters.
“Objects, which will subsequently create 3.4 thousand jobs, will appear in the village of Krekshino in the TyNAO, in the Alabushevo industrial zone in Zelenograd and in the Molzhaninovsky district of the capital. Investments in the construction of three technoparks will amount to 5.8 billion rubles. The city, in turn, will provide developers with benefits in the amount of 7.5 billion rubles, ”explained Alexander Prokhorov.
An industrial technopark in the Novomoskovsk district is planned to be commissioned in the first quarter of 2024. The Technopark in Zelenograd will be put into operation in two stages: the first stage should be commissioned in the summer of 2023, the second – in the fall of 2026. The construction of a technopark in the Molzhaninovsky district will be completed in the fall of 2024.
An industrial complex with an area of 111 thousand square meters will appear in the Marushkinsky settlement – in the future, about 1.4 thousand people will be able to work here. Construction should be completed in May 2024. The investor will invest five billion rubles in the implementation of the project and receive a privilege from the city in the amount of 4.1 billion rubles.
Under the program to stimulate places of employment, three general educational institutions will also be created: two schools and a kindergarten.
“The program can be attended not only by developers who are only planning the implementation of their project, but also by those who are already building residential buildings. To do this, investors must have the rights to plots both for the construction of housing and for the creation of a place for the application of labor, as well as have a formalized calculation of rent or payment for changing the type of permitted use of the site on which it is planned to build a house. At the same time, land plots for housing construction and places of employment can be located in different parts of the city, ”said Artyom Barashev, director of the City Investment Management Agency.
Program to stimulate the creation of jobs outside the Third Ring Road approved By the Moscow Government in 2019. Initially, it was aimed at creating industrial and office facilities. In November 2020, the program was significantly expanded – now investors can receive benefits for the construction of education, science, health and social security, sports, culture, trade, catering, shopping and entertainment centers and other facilities.
The goal of the program is to provide a comprehensive balanced development of the capital’s districts outside the Third Transport Ring. This will reduce the shortage of jobs in the blocks of the existing development, reduce pendulum migration within the city, and also reduce the load on roads and public transport.
