Deputy Prime Minister of Russia Dmitry Chernyshenko and Deputy Prime Minister of the State Council of the People’s Republic of China Hu Chunhua held the 25th meeting of the Russian-Chinese Commission via videoconference. It took place on the eve of the 26th regular meeting of Russian President Vladimir Putin with Chinese President Xi Jinping.
The parties discussed issues of cooperation in trade, economic, scientific and technical, customs and transport spheres, as well as in the field of industry, agriculture, space, peaceful use of atomic energy, communications and information technology, environmental protection, construction, urban economy and financial banking sector.
Dmitry Chernyshenko congratulated his colleagues on the 20th anniversary of the signing of the Russian-Chinese Treaty on Good Neighborliness, Friendship and Cooperation. He noted that during this time, China has become a key trading partner of Russia. In 2020, the PRC’s share in Russian trade was 18.3%. The Deputy Prime Minister also thanked his colleagues for their assistance in supplying medical oxygen to Russia and expressed hope for continued cooperation and well-coordinated work in this matter.
“Strengthening an equal and trusting partnership and strategic interaction with China is a priority of Russian foreign policy. Mutual trade last year due to the pandemic slightly decreased – from 111.4 billion to 104 billion dollars, and in 10 months of this year has already grown by almost a third, exceeding 109.7 billion dollars. By the end of the year, there is every chance of reaching an all-time high of $ 125 billion. And now our main task is to consolidate the current positive dynamics. In addition, we have fulfilled the instructions of the leaders of our countries – we have jointly developed a roadmap to increase trade in goods and services to $ 200 billion by 2024, ”said Dmitry Chernyshenko.
Deputy Premier of the State Council of the People’s Republic of China Hu Chunhua, in turn, noted that the efforts of both countries are aimed at implementing joint agreements. There are already tangible results of comprehensive cooperation between Russia and China. So, for example, a big step was made in terms of trade and cooperation in the field of agriculture.
Deputy Minister of Economic Development of Russia Vladimir Ilyichev, in turn, emphasized the effectiveness of joint work between Russia and China within the framework of a bilateral mechanism to identify barriers and restrictions in the trade, economic and investment spheres. “This mechanism gives concrete practical results both in resolving issues, including in the areas of agriculture, transport, finance, certification, and in providing targeted support to companies of the two countries,” he added.
At the meeting, the parties noted the importance of joint efforts to create a secure mobile operating system independent of sanctions risks as a platform for applications and services. An agreement was reached on cooperation to expand the scope of the Russian operating system Aurora and build an open source ecosystem for the Chinese operating systems Harmony and Euler.
The meeting noted the successful work on environmental protection in the border regions of the two countries. In particular, this concerned the quality of the transboundary waters of Russia and China and the conservation of the number of unique species of animals and plants.
In conclusion, preparations for the XXIV Olympic and XIII Paralympic Winter Games in Beijing were discussed. In particular, the issue of observance of antiquarian measures and PCR testing of athletes and members of delegations was raised. Dmitry Chernyshenko also expressed hope for public support from China for Russia’s bid for the right to host the World Expo in 2030 in Moscow.
“I am convinced that today’s meeting will be an important contribution to the successful holding of the next meeting of heads of state and will contribute to further practical cooperation in all areas,” added Dmitry Chernyshenko.
On the part of Russia, representatives of the Ministry of Agriculture, the Ministry of Natural Resources, the Ministry of Construction, the Ministry of Education and Science, the Ministry of Industry, the Ministry of Digital Industry, the Ministry of Economic Development, the Ministry of Transport, the Federal Customs Service, the Bank of Russia, Rosatom and Roskosmos state corporations took part in the meeting. From China – representatives of the Ministry of Commerce, the Ministry of Transport, the Ministry of Science and Technology, the Ministry of Ecology and Environment, the Ministry of Housing, Urban and Rural Development, the Ministry of Agriculture and Rural Affairs, the Ministry of Industry and Informatization, the State Energy Administration, and the People’s Bank of China, General Administration of Customs and China National Space Administration.
