Starting from 2022, the rates of export customs duties on scrap and waste of ferrous metals will change in Russia. The decision was approved by the Chairman of the Government Mikhail Mishustin. This decision will make it possible to mitigate the influence of external conditions on the domestic market, adjust prices and provide domestic producers with raw materials.

Export duty rates for scrap and waste of ferrous metals are set at 5%, but not less than EUR 100 per 1 ton. They will be valid from January 1 for the next 180 days. Now the temporary rate for the removal of scrap is 5%, but not less than 70 euros per 1 ton.

At the same time, the government introduced broader restrictions on the export of timber. From January 2 to December 31, 2022, increased rates will apply for the export of certain types of timber with a moisture content of more than 22% and a thickness and width of more than 10 cm. Thus, for softwood, export duties are set at 200 euros per cubic meter, for valuable hardwood (oak, beech, ash) – from 250 to 370 euros per cubic meter. The increase in duties will limit the export of untreated timber under the guise of sawn timber.

Now the rate for such timber for conifers and oak is 10%, but not less than 13 and 15 euros per cubic meter, respectively, for beech and ash – also 10%, but not less than 50 euros per cubic meter.

In addition, the zero export duty on tungsten ores and concentrates is being extended for two years (until December 31, 2023). This decision was made to support manufacturers and prevent stoppage of their activities due to a lack of working capital.

The decree also brings the current rates of export duties in accordance with the 7th edition of the Harmonized System for Description and Coding of Goods of the World Customs Organization and the law of the Eurasian Economic Union.
