Moscow has approved a list of non-residential properties for which property tax in 2022 will be calculated based on the cadastral value, said the Minister of the Moscow Government, the head of the Moscow Department of Economic Policy and Development Kirill Purtov.

“The list includes public catering and consumer services, retail and office premises – a total of about 37.5 thousand objects with a total area of ​​96.7 million square meters. Compared to 2021, the number of properties on the list increased by 5.4 percent. The criteria for their inclusion remained the same. The expansion of the list is due to the planned work of the State Inspectorate for Real Estate to identify additional objects actually used for commercial and office purposes, ”he said.

Since 2014, the transfer of retail and office real estate to taxation, taking into account the cadastral value of objects, has begun in Moscow. It reflects the real value of the premises and ensures fair conditions. To make the transition smooth, the city has set tax rates lowered from 0.9 percent in 2014 to two percent from 2023.

In addition, a balanced system of benefits has been created in the capital for the retail and office facilities included in the list, which relate to socially significant or industrial areas of activity with a lower profitability compared to commercial real estate. The total amount of tax benefits provided to businesses in 2020 amounted to about 10.4 billion rubles.
