Good afternoon, dear colleagues!

I am glad to welcome the participants and guests of the forum.

The development of Eurasian economic integration is a deliberate strategic choice of our country, the correctness of which has passed the test of time and serious challenges of recent years. Its deepening will be facilitated by the implementation of the Strategic Directions for the Development of Eurasian Economic Integration until 2025, adopted in December last year, as well as an action plan for their implementation.

Eurasian economic integration is impossible without the participation of business. In this regard, I would like to especially emphasize the role of the EAEU Business Council.

Promotion of entrepreneurship is an important area of ​​development of Eurasian integration, which includes a set of tasks to improve the business and investment climate, create a favorable competitive environment, be widely involved in the functioning of the union and participate in determining further directions for the development of Eurasian integration.

Many of these issues will be discussed today at the Integration Forum organized by the Russian Union of Industrialists and Entrepreneurs.

We are closely following your work to advance the interests of the business community both domestically and regionally – in the EAEU Business Council, as well as in leading global governance institutions such as the Business Twenty (B20) and Business in the OECD (BIAC ) ”, The participation of Russian business in which is coordinated by the Russian Union of Industrialists and Entrepreneurs.

We highly appreciate the proposals of Russian business, which are reflected in the position documents of these institutions, concerning trade and investment, green development and climate, digitalization and human capital. I look forward to continuing this work next year.

Understanding the benefits of comprehensive partnership and integration has traditionally been a hallmark of Eurasian economic integration. Over the seven years of active development of the EAEU, we have achieved success in the implementation of four fundamental freedoms – the movement of goods, services, capital and labor resources, which are the basic condition for ensuring seamless access to a market with a population of over 180 million people.

The issues of customs and tariff regulation, application of protective measures, technical regulation, protection of competition in cross-border markets have been transferred to the supranational level. Work is underway to remove barriers, exemptions and restrictions from the economic union regime. So, in 2020, it was possible to eliminate 7 barriers, 4 restrictions and 11 exemptions in the domestic market, which became the most significant reduction in the number of obstacles in the history of the EAEU. An important contribution to this work was made by the EAEU Business Council. A new impetus to this work is given by the action plan adopted on October 5, 2021 to eliminate exemptions and restrictions on the EAEU internal market for 2021 and 2022.

A single market for services in individual sectors of the economy is being formed, providing for mutual access of service providers in the EAEU under the national regime. Today, a single market for services already exists in 53 sectors and covers over 57% of manufactured products.

Projects in the field of industrial cooperation are being implemented, ensuring the strengthening of the production potential of the union and the formation of Eurasian value chains.

Relations are developing with partners outside the EAEU – both individual states and multilateral institutions of international cooperation, including bodies and organizations of the UN system, OECD, ASEAN, SCO, BRICS.

At the same time, in order to further advance integration, it is very important not to stop at what has been achieved, to ensure the implementation of the adopted strategic decisions. As Russian President Vladimir Vladimirovich Putin noted at the collegium of the Russian Foreign Ministry: “The consistent advancement of integration is already bringing the participating countries a real return, stimulating economic growth, and helping to improve the welfare of citizens. Such achievements should be used to involve new members and partners in the orbit of the organization ”. And the contribution of the business community to this work cannot be overestimated.

At the end of my speech, I would like to express my confidence that the proposals of the participants in today’s forum will make a serious contribution to the development of the processes of Eurasian economic integration and bringing business cooperation in the Eurasian space to a new level.
