“Ulan-Ude is the third most populous city in the Far East. And attention should be appropriate to him. Almost one and a half hundred apartment buildings are heated by fuel oil boilers. 98% of the residents of individual houses use wood and coal for heating. The government deals a lot with the issue of improving housing conditions, pays great attention to the issues of construction, creating comfortable living conditions for people. The Ministry for the Development of the Far East and the Arctic proposed, and the President of Russia supported the proposal to develop a mechanism for the “Far Eastern Quarter” “, – drew the attention of the regional leadership and those present Yuri Trutnev at a meeting on the implementation of the integrated development of the central part of Ulan-Ude.

The central part of Ulan-Ude does not look very attractive. Most of the buildings here are more than 100 years old, and 22 apartment buildings in the historical part of Ulan-Ude have been officially recognized as emergency. Soon the historical part of the city may be transformed. A master plan for the development of the central part of Ulan-Ude has been developed. There will be comfortable public spaces with modern residential buildings, as well as social facilities – kindergartens and schools.

The development of a master plan for the whole of Ulan-Ude was discussed. “At the Eastern Economic Forum, Vladimir Vladimirovich Putin made a decision on a large-scale renovation of the cities of the Far East and instructed us to present the first master plans for the next EEF in September 2022. The selection will be competitive, we will select the best master plans. We want this work to take place here and for Ulan-Ude to also be included in the list of cities where, first of all, we will start the housing renovation program, ”Yuri Trutnev noted.

The Deputy Prime Minister generally supported the project to renovate the central part of Ulan-Ude. He instructed the Ministry of Construction, together with the government of Buryatia, to work out the most open, efficient and competitive mechanism for the implementation of the project. The Ministry of Education was instructed to consider the possibility of providing subsidies to the Republic of Buryatia for the construction of a school for 760 children and three kindergartens for 470 children as part of the project.

At the meeting on the development of tourism in the Republic of Buryatia, projects for the creation of a ski resort, an ethnic complex, and the construction of hotels were presented.

The course of implementation of investment projects in the field of tourism was considered. Within the framework of the tourist cluster “On the Great Tea Route”, the reconstruction of the highway Tohoy – the tourist center “Shchuchye Lake” – Rodnik was completed. Buryatiya Resorts LLC is modernizing the Arshan and Goryachinsk resorts, the Goryachinsk resort development project has become a resident of the Buryatiya ASEZ. The Arshan resort is planned to be included in the TOP. In October 2021, Green Flow Baikal LLC, a resident of the Baikal Harbor SEZ, began construction of a hotel in Turk. The project envisages the creation of a thermal complex and a treatment center.

The republican authorities proposed to consider the possibility of expanding the TOP “Buryatia”. In particular, a project was presented to create a tourist and recreational cluster in the central ecological zone of Lake Baikal in the territory of the village of Vydrino, Kabansky District.

“There are many“ wild ”tourists around Lake Baikal, this“ wild ”tourism must be brought to a civilized state in order, firstly, to provide people with the opportunity to relax, and secondly, to reduce the load on Lake Baikal. Because, of course, “wild” tourism causes significant damage to it. A number of new investors have appeared, all of them are at different stages. We are interested in the development of infrastructure that will help provide people with a comfortable stay. We will support these facilities, but they must be created in strict compliance with the requirements of environmental legislation, ”summed up Yuri Trutnev.

As a result of the meeting, the Deputy Prime Minister gave a number of instructions. The Ministry for the Development of the Russian Far East and the Corporation for the Development of the Far East and the Arctic will consider the possibility of including land plots and the territory of a former hydraulic structure for timber transshipment (Kovsh Bay) in the village of Vydrino, Kabansky District, within the boundaries of the Buryatia PDA. The Ministry of Transport was instructed to provide funding mechanisms from the federal budget for the development of the infrastructure of inland waterways on Lake Baikal.

On the same day, Yuri Trutnev visited the Music and Humanities Lyceum named after I. D. Ayusheeva. The Lyceum buildings were reconstructed with the help of a single subsidy provided by the Ministry for the Development of the Russian Far East for the creation of social infrastructure in the regions. For this, more than 214 million rubles were allocated from the federal budget. The Deputy Prime Minister also got acquainted with the work of the Ulan-Ude Instrument-Making Production Association, one of the largest enterprises on the Russian instrument-making market.
