“Many remote areas are supplied, as a rule, by diesel stations. It is expensive and not very environmentally friendly. At the same time, it is possible to use the energy of the sun and wind. This issue should be given special attention, “- said, opening the meeting, Yuri Trutnev.

There are nine isolated settlements in the Republic of Buryatia that are not provided with centralized power supply. The operation of autonomous hybrid electrical installations in such settlements will reduce the cost of energy supply, and most importantly, provide consumers with a reliable power supply around the clock.

At the meeting, possible mechanisms for financing the modernization of energy supply in isolated settlements were discussed, with an emphasis on the implementation of technical solutions using equipment manufactured in the territory of the Russian Federation.

Following the meeting, Yuri Trutnev gave a number of instructions. The Ministry of Industry and Trade, together with PJSC RusHydro, was instructed to submit to the Ministry of Energy information on domestic manufacturers of equipment for autonomous hybrid power plants in the configuration required for reliable power supply of remote and isolated settlements of the Far East and the Arctic.

The Ministry of Energy together with PJSC RusHydro will prepare and send to the Ministry of Industry and Trade proposals on standard technical solutions for reliable power supply of remote and isolated settlements of the Far East and the Arctic, providing for the possibility of assembling modular autonomous hybrid power plants based on diesel generation and renewable energy sources, including the use of electric energy storage devices to stabilize the load.

The Ministry of Industry and Trade was instructed to work with Russian manufacturers, if possible, to implement a full cycle of production of autonomous hybrid power plants in the Russian Federation and send information on the results of this work to the Ministry of Energy and the Government.

“Russia is the biggest country in the world. The need to provide electricity to isolated areas remote from a large source of energy supply is very high. When we buy equipment, this is a rather unreliable scheme. We have to learn how to produce it ourselves, ”stressed Yuri Trutnev.

At the next meeting, the inclusion of Ulan-Ude in the list of cities participating in the federal project “Clean Air” was discussed. “Air pollution in Ulan-Ude is assessed by Rospotrebnadzor as very high. During the absence of wind, the city plunges into smog. This poses a threat to human health. One of the main reasons is stove heating used by people in individual houses. It is necessary to take appropriate measures to achieve a decrease in the level of air pollution in Ulan-Ude, ”said Yuri Trutnev, opening the meeting.

In preparation for the inclusion of Ulan-Ude in the federal project “Clean Air”, the republican authorities have developed a draft of measures for a comprehensive plan to reduce emissions into the atmosphere. The document was sent to the Ministry of Natural Resources. The plan includes measures for the production of smokeless fuel to replace coal.

According to the Ministry of Natural Resources, in June 2022 Ulan-Ude will be included in the federal project “Clean Air”. By the end of next year, it will be possible to start implementing the planned activities.

The Ulan-Ude Administration, together with the Ministry of Transport of Buryatia and PJSC Rosseti, completed a survey of the power grid facilities of three micro-districts that have a critical impact on the state of the city air. In the near future, the development of a feasibility study for the modernization of power grids will begin.

As a result of the meeting, Yuri Trutnev instructed the Ministry of Construction, the Government of the Republic of Buryatia, the Ministry of Natural Resources, the Ministry of Energy, the Ministry of Eastern Development, the Federal Antimonopoly Service, together with PJSC Rosseti and JSC SUEK, to work out a mechanism and procedure for implementing measures to reduce atmospheric emissions in the territory of Buryatia.

The Government of the Republic of Buryatia and the Ministry of Natural Resources should prepare proposals for an action plan to reduce emissions of harmful substances into the atmosphere, taking into account the expected inclusion in 2022 of settlements of the Republic of Buryatia characterized by high and very high levels of air pollution, including Ulan-Ude, in the list of cities, which are covered by the experiment on emission quotas within the framework of the federal project “Clean Air”.

The Government of the Republic of Buryatia, together with the Ministry of Natural Resources, was instructed to analyze the correlation of the level of diseases caused by atmospheric pollution (oncological, skin, cardiovascular and respiratory diseases), the population in the cities of the Republic of Buryatia with a map of pollution with harmful emissions in the territory of the Republic of Buryatia.

The Government of Buryatia, together with the Ministry for the Development of the Russian Far East, will submit proposals on the amount and determination of the source of financing for the housing renovation program, which provides for the resettlement of the population of Buryatia living in the individual housing construction sector, as well as in apartment buildings with stove and boiler heating using solid fuels, in apartment buildings on centralized heating.

On the same day, the Deputy Prime Minister got acquainted with the construction progress of the Nuclear Medicine Center. The project of the Buryatia PDA resident is being implemented within the framework of a public-private partnership with the government of Buryatia and involves the construction and operation of a positron-emission nuclear medicine center on the territory of the republic, the organization of the production of radiopharmaceuticals for the diagnosis of oncological and cardiological diseases. The design capacity of the center is more than 7.3 thousand studies per year, about 5.5 thousand of them will be carried out free of charge.
