Even more initiatives will be able to take part in the All-Russian competition for the best projects to create a comfortable urban environment. The resolution on this was approved by the Chairman of the Government Mikhail Mishustin.
According to the new rules, projects planned in several localities within one municipality can participate in the competitive selection. The main thing is that such settlements meet the key conditions of the competition – the population should not exceed 100 thousand people.
Previously, several settlements from one municipality could not participate in the competition. This opportunity will increase the total number of participants in the competition and increase the competition between them.
Another change will help attract more residents to the selection of a public area for the project. Now citizens will be able to send their proposals to the local government in electronic form. This option became available due to the introduction in Russia of a unified digital platform for voting by residents on issues of improvement. Previously, local governments themselves determined the collection points for proposals, which was not always convenient for citizens.
A number of changes will make it possible to exclude situations when the concept of a project changes during the improvement process, and as a result, residents see a completely different initiative that they supported and which then won the competition. Now, in the application for participation in the competition, applicants will indicate more detailed information about the project, including the area of improvement and a list of functional areas with their description. This information will also be recorded in the grant agreement for the project.
The All-Russian competition for the best projects for creating a comfortable urban environment has been held at the initiative of the President since 2018. Improvement projects developed for cities with a population of up to 100 thousand people, as well as for historical settlements of federal and regional significance, can take part in it. Participants present projects, the implementation of which not only helps to change the state of urban areas, but also ensures the creation of new jobs, including in small business. The selection process assesses the quality of architectural solutions, predicted social and economic effects, the project’s compliance with the historical and natural environment.
For the implementation of projects, the winners receive grants from the federal budget – from 35 million to 100 million rubles. The event is being held within the framework of the Housing and Urban Environment national project.
