Potential challenges and threats to Russia’s security in connection with geopolitical changes in the world were discussed. The topic of the influence of changes in the global energy balance on energy security in the country and in the world was also considered. Security Council experts paid attention to issues related to migration processes in the world. The problems of scientific and methodological support of strategic planning in the framework of the implementation of the Fundamentals of State Policy in the field of strategic planning in the Russian Federation are touched upon.

Chairman of the Scientific Council, Secretary of the Russian Security Council Nikolai Patrushev summed up the work of the Scientific Council under the Russian Security Council in 2021.

Thus, this year, members of the section on strategic planning have made a significant contribution to the preparation of the new National Security Strategy of the Russian Federation and the development of the State Policy Fundamentals in the field of strategic planning in the Russian Federation. As part of the work of the section, recommendations were worked out on the coordination and interconnection in the new Strategy of issues of the country’s socio-economic development and ensuring national security. The risks of socio-economic development and threats to national security were comprehensively considered, taking into account the trends in the development of the international situation.

At present, taking into account the scientific approaches discussed at the meeting of the section on strategic planning, work is being carried out to adjust the indicators of the state of national security.

The members of the section also carried out a large-scale work to identify the existing contradictions and shortcomings of the strategic planning system, prepared scientific and methodological approaches to its improvement, formulated constructive proposals for the development of the strategic planning methodology.

The results of this work were taken into account when preparing a meeting of the Security Council of the Russian Federation, dedicated to the issue of improving the system of strategic planning in Russia.

On international issues, issues of ensuring national interests in the activities of various international organizations were considered. At the sessions of the section, the situation in Afghanistan and the regions of Central and South Asia was discussed. A comprehensive assessment of the situation in the Asia-Pacific region, the policy of the Association of Southeast Asian Nations in connection with the United States’ promotion of its Indo-Pacific strategy and bloc policy is given.

The section on CIS problems focused on strengthening Russia’s positions in the CIS.

The section on the problems of military-industrial and scientific-technological security drew attention to the problematic issues of the development of domestic engine building in the interests of creating models of weapons, military and special equipment, as well as marine robotic systems.

The main problems of creating and using high-tech electrical devices and energy systems for modern weapons were considered.

Approaches to adapting the national economy to the introduction of transboundary carbon regulation by the European Union, as well as approaches to ensuring economic security at the current stage of the country’s development, are considered on issues of a socio-economic nature from a scientific point of view.

A scientific assessment is given of the challenges and threats to the economic security of the Russian Federation associated with the decline in the population of rural areas.

During the discussion of military security issues, scientific approaches to the formation of a promising image of the Ground Forces were analyzed.

In the field of information security, issues were considered about scientific and methodological approaches to ensuring information security in the context of the development of 5G and 6G communication technologies in the Russian Federation, as well as when using electronic signatures.

Issues related to the formation of the conceptual foundations of the culture of information security of citizens of the Russian Federation were discussed.

Within the framework of the section on the problems of neutralizing internal threats to national security, scientific and methodological approaches to identifying and predicting terrorist threats, as well as developing measures to neutralize them, were considered.

Legal and organizational issues of interaction in a state of emergency in the event of a threat to the life and health of the population were discussed.

Recommendations have been developed to counteract the implementation of technologies of “color revolutions” on the territory of our country.

By the Decree of the President of the Russian Federation of May 11, 2021 No. 271, the composition of the Scientific Council was updated by almost a quarter.

At present, the scientific council consists of 158 prominent scientists and specialists, personally appointed by the President.

Including 110 doctors of sciences, 20 academicians of state academies of sciences.

About 60% of the members of the scientific council are heads or deputy heads of reputable scientific organizations dealing with national security problems.
