December 29 of this year Federal Law No. 274-FZ of July 1, 2021 “On Amendments to the Federal Law” On the Legal Status of Foreign Citizens in the Russian Federation “and the Federal Law” On State Fingerprint Registration in the Russian Federation ” arriving in the Russian Federation for purposes not related to the implementation of labor activity, for a period exceeding ninety calendar days, undergo compulsory state fingerprint registration and photographing within ninety calendar days from the date of entry into the Russian Federation.
Based on the principle of reciprocity, this provision of the Federal Law will also apply to employees of foreign diplomatic missions and consular offices, as well as their family members.
The Russian Ministry of Foreign Affairs carried out monitoring, according to the results of which a group of countries was identified, whose representatives will be subject to the above obligation (depending on the category of the owners’ passports): Austria, Argentina, Afghanistan, Benin, Guinea, Denmark, Djibouti, Cameroon, Lebanon, Lithuania, Mauritania , Malaysia, Mali, Niger, Peru, Rwanda, Saudi Arabia, Senegal, Singapore, Somalia, Sierra Leone, Thailand, Tanzania, Togo, Uruguay.
The list of foreign states may be adjusted taking into account the principle of reciprocity as appropriate changes in the law enforcement practice of the authorities of foreign states on whose territory diplomatic missions and consular offices of the Russian Federation operate.
At present, together with the Ministry of Internal Affairs of Russia, a study is underway on the practical aspects of the implementation of the above-mentioned legislative norms in terms of passing mandatory state fingerprinting registration and photographing in the territorial bodies of the Ministry of Internal Affairs of Russia.
Based on the results, interested foreign diplomatic missions and consular offices on the territory of the Russian Federation will be additionally informed in detail.
