Since the start of the program in 2020, the city has maintained a tendency to increase the volume of recyclable materials.

On January 1, 2022, a regional operator for the separate accumulation of waste will start working in the capital. This will be the next important step in the implementation of the segregated waste collection program.

When did the Separate Waste Accumulation (SEP) program begin in Moscow?

The program began to operate ahead of schedule, on January 1, 2020. In all yards and next to social facilities, more than 22 thousand container yards were equipped, where 60 thousand branded containers with explanatory pictograms were installed. Gray containers are for food and contaminated waste, blue containers for recyclable materials that can be sent for recycling. Waste is collected and disposed of by various garbage trucks with appropriate markings.

Where can I find out about the program?

Popularization of the RNO program is one of the priority directions of the city’s development. It is very important that as many Muscovites as possible understand that everyone can join the separate collection and that this does not require much effort.

The capital city is also doing a great job. Department of housing and communal serviceson their pages in social networks. It regularly publishes training materials, infographics and instructions on separate waste collection, and also accepts applications from residents related to the program.

Who participates in the RNO program?

Anyone can take part in the RNO program. For this, all the necessary infrastructure has been created. The two-container waste collection system is simple and straightforward – it is necessary for as many citizens as possible to join the program. The two-container system also allows efficient use of yard spaces, optimizes waste transportation costs, and increases the volume and quality of collected recyclable materials.

The introduction of the institute of a regional operator for residents and businesses will go smoothly. Now for entrepreneurs and companies, the main task is to conclude agreements for the provision of services for the management of solid municipal waste (MSW) with representatives of the regional operator in the districts (operators of complex services). This procedure will not take long.

For residents who pay for utilities using a single payment document (UPC), virtually nothing will change, the fee will continue to be included in the UPC.

Who became the regional operator, what will be his responsibilities?

The RNO program is constantly evolving and becoming multi-level. The introduction of the institute of a regional operator is the next important stage in the reform of municipal solid waste management. With the beginning of the work of the regional operator, uniform rules for the handling of municipal solid waste will be in force.

According to the results of the competitive selection held in Moscow, the status of a regional operator for handling MSW was assigned to the state unitary enterprise Ecotechprom. It has been providing solid municipal waste management services for over 20 years. Starting from 2022, the entire city will fall into his zone of responsibility, which means that a single tariff for the removal of MSW will work in all districts of the capital.

What results of the implementation of the RNO program can we already talk about?

Since the start of the program in 2020, the city has maintained a tendency to increase the volume of recyclable materials. According to forecasts, by the end of 2020, the volume of recyclable materials allocated in Moscow should have amounted to about 800 thousand tons. This indicator was overcome already at the end of November. In fact, over 855.1 thousand tons of recyclable materials were allocated over the past year, which is 51 percent more than in the same period in 2019. This year’s results show that the volume of recyclable materials collected continues to increase.

The number of residents sorting waste is also increasing. This was achieved thanks to conscious Muscovites who appreciated the availability of infrastructure and the simple rules of a two-container system.

An important role, in addition to infrastructure, is played by the popularization of separate waste collection, the dissemination of information among residents and, of course, a conscious and responsible attitude towards the program of the citizens themselves.
