During the meeting of the Presidium of the Government Commission for Regional Development, applications for the allocation of infrastructure budget loans on a competitive basis in the amount of 16.3 billion rubles, provided as part of the Government’s Infrastructure Menu program, were approved. In accordance with the decision of the legal commission, funding will be directed to six subjects.

Thus, the Murmansk region will receive 6.5 billion rubles for the development of road infrastructure and the implementation of the investment project “Center for the construction of large-capacity offshore structures.” About 7.2 billion rubles will be allocated to the Rostov region for the integrated development of the territory of the old airport of Rostov-on-Don (for reference: the deficit of about 2.1 billion rubles will be compensated by other programs).

For the Moscow region, 2.6 billion rubles will be allocated for the construction of a water supply system on the territory of residential buildings, as well as the construction of a polyclinic. The Penza Region will receive an IBC in the amount of about 1 billion rubles for the construction of roads in the new microdistrict. A loan of 633 million rubles was approved for the Kaluga Region to create a large-scale logistics center – the megahaba of Russian Post JSC. The Tambov Region will receive a preferential infrastructure loan in the amount of 420 million rubles for the integrated development of microdistricts.

During the meeting, applications for participation in the selection of construction projects and (or) reconstruction of infrastructure facilities using bonds of specialized project finance companies were also considered and approved. Thus, the legal commission approved the application of the Sakhalin Region for the use of the infrastructure bonds mechanism with a loan of 5.4 billion rubles. The funds will go to the development of power supply engineering networks and road infrastructure in Yuzhno-Sakhalinsk, which will make it possible to introduce about 0.3 million sq. m of housing.

The meeting also considered the application of the Republic of Tatarstan for a loan from the Housing and Utilities Fund. The region received a loan in the amount of 12.3 billion rubles for the construction of sewerage and water supply systems. Thus, out of a total of 150 billion rubles provided for financing using the infrastructure bonds mechanism, about 11.8 billion rubles have been allocated.

Marat Khusnullin drew the attention of the heads of the regions to the need to work more actively on the preparation of applications.
