The Lomonosov cluster is the first object of the future scientific and technological center. Already in 2023, it is planned to receive the first residents here.

The readiness of the “Lomonosov” cluster of the innovative scientific and technological center (STC) of the Moscow State University “Vorobyovy Gory” is 32 percent. Construction progress was inspected by the Mayor of Moscow Sergei Sobyanin and the rector of the Moscow State University named after M.V. Lomonosov Victor Sadovnichy.

“On behalf of the President, a scientific and technological valley of Moscow State University is being created – in total there will be about 450 thousand square meters of first-class laboratories and production facilities. Here, in a former vacant lot, a large construction site has been deployed, and a third of the buildings are being erected at the same time. The building near which we are located is the Lomonosov cluster, a multifunctional building, it should be commissioned in 2023, ”said Sergei Sobyanin.

He thanked Viktor Sadovnichy for his cooperation, noting that two more powerful buildings are being built in the cluster by the efforts of the Moscow State University.

The innovative scientific and technological center of Moscow State University “Vorobyovy Gory” was established by the Decree of the Government of the Russian Federation dated March 28, 2019 No. 332 in accordance with the federal law adopted in 2017. The center’s site is located in the Ramenki area, it will house companies engaged in scientific, technological and promotional activities.

Viktor Sadovnichy noted that many other universities and cities of the country followed the example of Moscow State University, also designing similar scientific and technical valleys.

“The idea of ​​creating a valley was put forward by me on the basis of world experience, this is a transfer of fundamental research of technologies. Startups with products that have proven their viability, medium-sized technology companies that have entered the stage of selling innovative products, as well as R&D departments of large Russian companies and international corporations can take part in the project.

From December 18, 2020 on the portal The Moscow Innovation Cluster is now applying for the status of a resident of the innovation scientific and technological center of Moscow State University “Vorobyovy Gory”.

“Already today, 160 applications have been submitted – from startups to leading R&D companies, including MSU graduates, students, postgraduates. And this suggests that the huge scientific and educational potential of Moscow State University plus leading scientists from all over the country form a powerful synergy to create the latest technological products in the country. I think it will be one of the world’s leading clusters, ”said Sergei Sobyanin.

Potential residents include teams of alumni and research teams of Moscow State University, consortium projects of Russian and foreign scientists, start-ups in advanced areas of science and technology, as well as spin-off projects of large Russian corporations.

The most favorable taxation and regulation regime will be created for them. Projects of companies within 10 years will be exempt from most taxes, including property tax, income tax and VAT (with annual revenues of up to one billion rubles). Insurance contributions to state extra-budgetary funds will be reduced to 14 percent. A separate permit is not required to attract foreign workers.

From nanotechnology to astronautics

In total, 17.5 hectares have been allocated for the construction of the innovative scientific and technological center of Moscow State University. It will appear on the site located between Vernadsky Avenue, Lomonosovsky, Michurinsky Avenues and Ramensky Boulevard. Until recently, this territory, reserved for the needs of the university back in the 1950s, was occupied by non-capital buildings, garages, often illegal. After their demolition, significant blockages of construction debris were formed.

In December 2020 – February 2021, the urban economy complex of the city of Moscow vacated the future territory of the innovative scientific and technological center. In total, 1.8 million cubic meters of construction waste, waste and soil were removed.

It is planned to place nine clusters on the territory with a total area of ​​455 thousand square meters:

– “Lomonosov” – a flagship cluster, a launching pad for the first residents;

– “Nanotech” – nanotechnology and research of new materials, nanomachinery;

– “Engineering” – robotics, special-purpose technologies and machine engineering, energy saving and efficient energy storage;

– “Biomed” – biomedicine, pharmaceuticals, biomedical research and testing;

– “Cosmos” – space research and astronautics;

– “Infotech” – information technology and mathematical modeling;

– “Geotech” – geonomy and ecology;

– interdisciplinary cluster – interdisciplinary humanities research and cognitive sciences, as well as sports, innovative sports technologies and artificial intelligence technologies;

– educational (management) cluster – the location of the management company, offices.

Cluster “Lomonosov”

Construction of the Lomonosov cluster, the flagship of the INTC, began in January 2021. The area of ​​the 10-storey building with an underground floor will be 65 thousand square meters. Inside, there will be offices of high-tech companies with laboratories, “clean rooms” and coworking spaces, conference rooms and exhibition spaces, service companies, including industrial and 3D design, engineering, certification and intellectual property centers.

The main line of formation of the ecosystem of the future cluster “Lomonosov” is the creation of an “innovative lift”. He will facilitate the movement of the project from the idea stage to a successful technology company. For this, the services and services necessary for the development of high-tech projects will be available on the territory of the cluster. This is the acceleration of startups, and patent packaging of innovative science-intensive solutions, and the attraction of venture capital investments. This approach to organizing space will make scientific knowledge more commercially successful faster.

The excavation and foundation of the future cluster has now been completed. Builders make brickwork, install floor slabs and vertical structures of the eighth floor, and carry out other work. The construction readiness of the facility is 32 percent.

The construction of the Lomonosov cluster is financed from the budget of the city of Moscow. The work is planned to be completed by the end of 2022.

Interdisciplinary and educational clusters

In July 2021, the construction of interdisciplinary and educational clusters began.

The interdisciplinary cluster is an eight-story building with an underground floor of 97.6 thousand square meters. Inside they plan to place a human institute, a block of cognitive research of artificial intelligence, a block for the development of innovative sports technologies, a transnational megaproject “United Eurasia”, scientific and technological laboratories, an expo block with a congress hall. Now they are making the foundation.

The 16-storey building of the educational cluster will have an area of ​​15.9 thousand square meters. Inside will be the management structures and general services of the INTC, the educational block, scientific and technological startups. It will also host specialized events and conferences. Currently, the above-ground part of the monolithic frame of the building is being created.

Interdisciplinary and educational clusters are being built at the expense of the federal budget. It is planned to complete the work by the end of 2023.
