The regions will be able to receive budget loans for projects related to the integrated development of urban electric transport. For these purposes, it is planned to allocate 100 billion rubles from the federal budget within five years. The decree on the new measure of support was signed by Prime Minister Mikhail Mishustin.

The regions will be able to send applications for funds to the Ministry of Transport by October 1, 2022. The list of infrastructure projects for the provision of financing will be approved by the Government Commission on Optimization and Improvement of the Efficiency of Budget Expenditures.

Now the renewal of the rolling stock of public transport is carried out, including within the framework of the national project “Safe high-quality roads”. For this, the federal budget provides 14.1 billion rubles. However, the needs of the regions significantly exceed the size of the foreseen allocations. The state of the rolling stock and public transport infrastructure in many regions has reached a critical level. More than 70% of buses, trams and trolleybuses have been used beyond the norm, more than 80% of the infrastructure is badly worn out.

As Mikhail Mishustin noted on meeting of the Government, at the first stage, more than 10 regions have already declared their desire to use the new support tool.

“As a result, it is planned to purchase over 1.5 thousand trams and more than 400 electric buses, build and reconstruct about 700 km of tracks and more than 120 charging stations for electric buses. In the future, I am sure, other regions of the country will also be able to use this mechanism, ”said the Prime Minister.

The state of electric transport and the infrastructure supporting it was also discussed during Mikhail Mishustin’s working trip to the Saratov region. The head of government visited the tram depot and talked to the employees of the enterprise. As a result, the Ministry of Finance and the Ministry of Transport were instructed to prepare a draft federal law allowing the use of road funds for the reconstruction and overhaul of the tramway track during road works. Such a project has been prepared and it is planned to send it to the State Duma in December.
