Today the Ministry of Justice of Russia, the Federal Penitentiary Service of Russia, Uralchem JSC and Uralkali PJSC signed cooperation agreements. These documents provide for the creation of places for accommodation and employment of convicts sentenced to forced labor in the cities of Bereznyaki and Solikamsk, Perm Territory. The joint project is planned to be implemented within the framework of the Concept for the Development of the Penitentiary System of the Russian Federation for the Period up to 2030.
Currently, more than 180 thousand people sentenced to imprisonment have the right to replace the punishment imposed on them with forced labor. The Minister of Justice of the Russian Federation Konstantin Chuichenko said that following the results of the work organized by the Ministry of Justice of Russia together with the Federal Penitentiary Service of Russia, this year the planned indicators for the development of the network of correctional centers were achieved.
According to the director of the Federal Penitentiary Service of Russia, Colonel-General of the Internal Service Arkady Gostev, to date, 182 institutions have been created in all territorial bodies of the Federal Penitentiary Service of Russia for the execution of punishments in the form of forced labor with the possibility of accommodating more than 15 thousand convicts there. The penitentiary department has organized interaction with the business community to open sections of correctional centers on the basis of enterprises’ facilities. At the moment, at the facilities of organizations of 37 constituent entities of the Russian Federation, 59 sections of correctional centers have been created with the possibility of accommodating more than 4.5 thousand convicts in them.
The development of a network of sections of correctional centers on the basis of enterprises is the most promising and mutually beneficial direction. Large industrial companies are also interested in projects to create correctional centers on the basis of enterprises. In the future, cooperation between public authorities and socially responsible business will affect the reduction of recidivism and help in the development of the country’s economy.
It should be noted that the correctional centers contain citizens who are serving sentences in the form of forced labor. They live in correctional centers, including those located at facilities owned by enterprises, are registered at the enterprise under an employment contract, and most importantly, they receive wages and medical care, can shop and use social infrastructure.
For a wider purpose of forced labor, amendments to the legislation have been prepared, which provide for the establishment of a single term of punishment, the serving of which is necessary for the application of parole.
