Prime Minister Mikhail Mishustin signed a decree on the creation of a Government Commission to determine the list of free socially significant information resources. Its composition will be approved shortly.

The main task of the legal commission is to make decisions on the inclusion of this or that online resource in the list of socially significant sites on the basis of proposals from the Ministry of Digital Affairs, access to which will be free for citizens. This means that viewing information on such sites, for example, photo and video materials, will not be reflected in traffic, and it will be possible to access them even with a zero account balance.

The new commission will be chaired by the Deputy Prime Minister in charge of state policy in the field of media and mass communications.

The meetings of the commission will be held as needed, but at least once a year.

The federal law on the provision of free access to Russian socially significant Internet services was adopted in August 2021 as a result of a pilot project. For the experiment, about 400 Internet resources were selected, including Internet search engines, websites of authorities, museums and cultural institutions, as well as a number of TV channels and print media.
