Under the leadership of the Deputy Minister of EMERCOM of Russia Viktor Nichiporchuk, the results of the development and implementation of information technologies in solving the problems of the department were summed up. The Department of Information Technologies and Communications and the Information and Analytical Center of the EMERCOM of Russia reported on the work.
As V. Nichiporchuk noted, the outgoing year was difficult: work in the special conditions of a pandemic demanded a combination of high professionalism and the introduction of new forms of activity. At the same time, EMERCOM of Russia has become one of the leaders in the digital transformation rating among federal executive authorities.
The leaders of digital transformation are determined by 15 criteria, one of the most important indicators is digital interaction with the population. So, to date, all licenses are provided in electronic form – instead of issued licenses in the field of fire safety, a register of licensees is now kept, posted on the official Internet portal of the Ministry of Emergencies of Russia. With the help of a QR code, any citizen or organization can check through the portal service whether the licensee has the right to carry out certain types of activities. Also, work is underway to digitize the provision of the results of state services of the State Inspection Service. In the foreseeable future, owners of small boats will not need to present documents in paper form, they will be replaced by an electronic form.
Of no less important, work is underway to simplify the existing procedure for providing financial assistance to the population. In addition to the fact that amendments have been made to the Rules for the provision of financial resources to the constituent entities of the Russian Federation during the elimination of emergencies, approved by the decree of the Government of the Russian Federation, a project is being implemented to digitize this process.
The project consists of two directions. Firstly, this is the transfer of the process of providing financial assistance to the population to the provision of public services, which will allow regulating the relationship of citizens with the authorities in the event of emergencies. Secondly, it is the technical implementation of the provision of public services in electronic form using existing information systems.
In October of this year, the EMERCOM of Russia organized a training session in the Krasnodar Territory, during which the issues of informing citizens about the digital possibility of receiving financial assistance, as well as its technical readiness, were worked out in practice. Citizens applied for a one-time financial assistance, financial assistance in connection with the loss of essential property and a one-time benefit in case of harm to health through state services. More than 130 applications were received, including about 80 – on the portal of public services, more than 30 – through the employees of the MFC and 18 – through an official of the local government. In the near future, citizens will be able, without leaving their homes or being in a temporary accommodation center, to send such statements using their smartphones through the portal of public services. This means that there will be a personal approach to every person in a difficult situation.
In addition, for the first time, comprehensive checks of the readiness of public warning systems with the inclusion of electric sirens and the replacement of television and radio broadcasting were carried out in a centralized manner throughout the country.
“In the coming year, the work of communications and information technology specialists of the EMERCOM of Russia on the implementation of the Decree of the President of the Russian Federation“ On the national development goals of the Russian Federation for the period up to 2030 ”will continue. It is necessary to ensure the creation and development of a comfortable and safe environment for the life of the population through the implementation of digital transformation, ”concluded V. Currently, more than 10 ministries and departments are already participating in information exchange: data from their departmental information systems are received, automatically processed and displayed in the Atlas of Hazards and Risks information system, which is a segment of the AIMS RSChS. As part of the Atlas of Hazards and Risks, a mobile application “Thermal Points” has been created, with the help of which the heads of administrations are informed about wildfires. By 2024, all RSChS day-to-day management bodies will be connected to the digital ecosystem of the EMERCOM of Russia, the so-called “Data Lake”, on the AIMS RSChS platform, where the necessary data is accumulated.
Note that in 2021, the Thermal Points mobile application of the EMERCOM of Russia won the AI Russia Awards in the Significant Social Effect nomination. The development made it possible to transform the process of informing those responsible for preventing the negative consequences of a fire. As a result of the implementation of the development, the responsiveness to natural fires increased 3 times – up to 92.5% due to the increase in the accuracy of calculating the fire risk and updating thermal points up to 4 times a day.
The use of artificial intelligence increases the effectiveness of preventing natural emergencies, ensuring the early implementation of a set of preventive measures, the concentration of forces and resources in the most dangerous and difficult areas, and also accelerates the adoption of managerial decisions.
