“Since the beginning of 2021, citizens have purchased and leased 87 land plots from the city with a total area of ​​11.7 hectares for the construction of private houses – individual housing construction. Buildings with a height of no more than two floors with a construction volume of about 47.5 thousand square meters can be placed here. The purchase of land for individual housing construction took place within the framework of a competitive procedure and without tenders. Citizens rented plots at auctions. Subsequently, they can be bought from the city at a discount of 60 percent of the cadastral value of the land, ”said the vice mayor.

The list of land plots intended for individual housing construction (IZHS) is formed within the framework of Article 39.18 of the Land Code of Russia, taking into account the requirements of the capital’s legislation on land use. Listreplenished on the basis of decisions of the City Planning and Land Commission of Moscow. Now there are 83 land plots in the list, 72 of them have been sold.

Vacant plots near the city can be purchased at an open auction or without bidding. To do this, you need to submit to the capital City Property Departmentapplication for the provision of a site of interest. After that, the Department will publish a notice on the provision of a land plot for individual housing construction. If within 30 days no other applications are received for this site, a sale and purchase agreement without bidding is drawn up. If other citizens also show interest in the site, an auction is held. The initial price of a lot is set in the amount of its cadastral value.

“In 2021, 52 land plots were sold for individual housing construction, 10 of them without bidding with the conclusion of direct sales and purchase agreements. The total area is 1.16 hectares, and the amount raised by the city is 19.1 million rubles. There were more than one bidder for 42 more land plots with a total area of ​​5.56 hectares, respectively, tenders were held, as a result of which sales and purchase agreements were concluded for 275.4 million rubles. The predominantly redeemed lands are located in the Troitsk Administrative District – 38 plots, in the Eastern Administrative District – eight plots, in the Novomoskovsk and Northern Administrative Districts – four and two plots, respectively, “said the Minister of the Moscow Government, head of the Moscow City Property Department. Following the results of the city auction in 2021, 35 lease agreements for land plots for individual housing construction were signed. Their total area is 4.97 hectares, and the amount of annual payments is 110.14 million rubles. 34 sites are located in the Troitsk Administrative District, another one in the Eastern Administrative District.
