Deputy Prime Minister Dmitry Chernyshenko said that since December 30, 2021, the state unified biometric system has been launched in Russia.
“Starting today, the state unified biometric system is being launched in Russia. This is a big step towards achieving the national goal of “Digital Transformation”, which the President of the country set for us. The latest information security technologies and state control will ensure reliable protection of citizens’ personal data. A unified biometric system will expand the number of services and increase the availability of services for Russian citizens. They, in turn, will receive high quality services, and in a more convenient and efficient format. I would like to note that the state unified biometric system presupposes voluntary participation on the part of every Russian. This, I repeat, is a citizen’s right, not an obligation, ”said Dmitry Chernyshenko.
“The launch of the state unified biometric system is an important stage. All changes are aimed at protecting the biometric and personal data of citizens of the Russian Federation as much as possible. This task is a priority both for the State Duma Committee on Information Policy and for the state as a whole.
Some time ago, technological solutions developed by IT companies and banks were ahead of government ones, and were often more accessible and convenient. This is not the case now. The number of users of the portal of public services exceeds 90 million. This is comparable to the audience of some major entertainment website. But it helps to solve real problems – every week users across the country order up to 6.5 million electronic services.
I consider this example to be indicative of the fact that convenient and accessible information systems can be state-owned, and their security is higher. In the spring session, we will have to work out the norms for transferring existing commercial EBSs under state control, ”said Alexander Khinshtein, Chairman of the State Duma Committee on Information Policy, Information Technology and Communications.
“2021 was marked by an increase in the availability and quality of services provided to citizens in electronic form. Since the creation of a unified biometric system in 2018, it has come a long way from an idea to a high-tech system that fully complies with the highest security class at the federal level. At the first stage, a number of banking operations could be carried out using biometrics, but today the functionality of a unified biometric system has expanded. Services were launched that allow obtaining a qualified electronic signature, concluding an agreement for communication services, and passing entrance exams to a university. Any new technology requires getting used to, debugging business processes, but the spread of biometrics services will only increase. The transition of a unified biometric system to the status of a state one is a significant milestone in the development of biometrics in Russia, which will allow the system to develop in the interests of business, the state and ordinary users, increasing trust on the part of citizens. We are working on the creation of new mass free services using biometric identification, “said Rostelecom President Mikhail Oseevsky.
The unified biometric system has become part of the e-government infrastructure, providing information interaction between various systems within the framework of the provision of public services, in accordance with the Government Decree adopted on December 24, 2021. The translation was carried out by the Ministry of Digital Science as part of the implementation of the provisions of Federal Law No. 479 “On Amendments to Certain Legislative Acts of the Russian Federation.”
Currently, remote biometric identification is used to obtain banking services, it is possible for citizens and businesses to receive an electronic signature in certification centers using the EBS and ESIA. The possibility of providing notarial services using the infrastructure of electronic government and a unified biometric system has been implemented.
In 2021, pilot projects were successfully carried out, when the system was used during certification in Russian universities. With the help of the EBS, it became possible to issue an eSIM.
The unified biometric system was launched at the initiative of the Ministry of Digital Science, the Bank of Russia and PJSC Rostelecom as part of the implementation of the national program “Digital Economy of the Russian Federation” on June 30, 2018. The system operator is PJSC Rostelecom.
