December 17, 2021 Mikhail Mishustin held meeting of the Government Council for the development of domestic cinematography… As a result, the following decisions were made and instructions were given:

1. The Ministry of Culture of Russia (O.B. Lyubimova), the Ministry of Digital Industry of Russia (M.I.Shadayev), the Ministry of Finance of Russia (A.G. Siluanova)

Together with the Federal Fund for Social and Economic Support of Domestic Cinematography (hereinafter referred to as the Cinema Fund) and the professional community, to finalize the Concept for the development of domestic cinematography for the period up to 2030, including taking into account the need to:

establishing indicators of the effectiveness of Russian cinema;
modernization of the education system in the field of cinematography;
assessing the impact on the film industry of the growth of the online cinema market;
preservation of the basic state film studios located in the cities of Moscow, St. Petersburg and Yekaterinburg.

Submit, in accordance with the established procedure, to the Government of the Russian Federation a draft of the corresponding act of the Government of the Russian Federation.

Deadline – until March 1, 2022.

2. To the Ministry of Finance of Russia (A.G. Siluanov)

Ensure the allocation of additional budgetary allocations from 2022 by the Ministry of Culture of Russia to support cinematography in terms of subsidies for the production of national films in the amount of 5.5 billion rubles, including 4 billion rubles to the Cinema Fund.

The deadline is April 1, 2022.

3. Ministry of Culture of Russia (O.B. Lyubimova), Ministry of Digital Industry of Russia (M.I.Shadayev)

Together with Pochta Bank JSC, ensure the possibility of purchasing tickets to cinemas under the Pushkinskaya Karta program for viewing films of domestic production, created with the support of the Russian Ministry of Culture, the Film Fund and regional ministries of culture, as well as domestic films made before 1991.

The deadline is February 1, 2022.

4. The Ministry of Culture of Russia (O.B. Lyubimova), the Ministry of Finance of Russia (A.G. Siluanov)

To work out the issue of reducing the part of the profit of FGUP Cinema Concern Mosfilm, which is subject to annual transfer to the federal budget.

The deadline is February 1, 2022.

5. The Ministry of Culture of Russia (O.B. Lyubimova), the Ministry of Finance of Russia (A.G. Siluanov)

Submit proposals for state support for cinemas specializing in showing author’s and festival films.

Deadline – until March 1, 2022.

6. Ministry of Culture of Russia (O.B. Lyubimova)

To work out the issue of establishing a memorable day or professional holiday of Russian animation and submit, in accordance with the established procedure, to the Government of the Russian Federation a draft of the relevant regulatory legal act.

The deadline is February 15, 2022.
