The budget will allocate 5.8 percent more funds to support citizens than in 2021.

In a pandemic, the capital managed not only to maintain, but also to increase the volume of social assistance. In 2022, 604.8 billion rubles will be allocated from the budget to support citizens, which is 33.4 billion rubles, or 5.8 percent, more than in 2021.

Within the framework of the state program “Social support for residents of the city of Moscow” 502.5 billion rubles will be directed to social support for citizens in need of help. This will include payments to families with children, including low-income and foster families, and the provision of a social support program for the older generation. In addition, the city will provide assistance to people with disabilities and those in search of work. All these categories will be provided with benefits, including free travel, food, medicines, sanatorium treatment, targeted material assistance, discounts on utility bills and others.

Older generation support

In the social support program, the largest budget expenditure item is additional payments to the pensions of senior citizens. This is a regional social supplement for unemployed pensioners.

In 2022, 169.7 billion rubles will be allocated for these purposes. About 2.1 million pensioners will receive these payments.

The minimum value of the city social standard, which includes a pension and a city supplement, will be increased by 4.8 percent (by 971 rubles). This will make it possible to compensate for the projected inflation rate, and the minimum pension will be 1.5 times higher than the subsistence level.

From January 1, 2022, a non-working pensioner receives at least 21,193 rubles. The specific amount in each case is determined taking into account the amount of the pension and the time of residence of the person in Moscow.

From the budget of the capital, funds will also be directed to indexation in the amount of 4.8 percent of social payments to privileged categories of citizens, including veterans of the Great Patriotic War, labor veterans, home front workers, families with children, disabled people and orphans. In addition to direct payments, all benefits in kind will be fully valid for them: free travel on public transport, purchase of sanatorium vouchers, benefits for paying for housing and communal services and fees for major repairs, and others.

Help for people with disabilities

The capital is home to about a million people with disabilities. They are trying to create the most comfortable conditions for them. In 2022, 7.9 billion rubles will be allocated from the budget for social support. The funds will be used to implement projects aimed at social integration of people with disabilities and the formation of a barrier-free urban environment. Also 3.1 billion rubles will be directed to provide Muscovites with technical means of rehabilitation, another 2.1 billion rubles will be allocated from the federal budget.

People with disabilities will also receive material support. Thus, a family raising a disabled child is entitled to a regional supplement to the pension. The city social standard in 2022 will be increased by 4.8 percent, it will amount to 21,193 rubles. In addition, compensation for the care of a disabled child is provided monthly, the amount of which is also indexed by 4.8 percent and will amount to 13,772 rubles.

In addition, a family with a disabled child is entitled to a 50 percent discount on housing and utility bills, free travel on public transport using a social card for both parents, and an annual compensation payment for the purchase of school uniforms (11,477 rubles). All benefits are assigned regardless of the financial situation of the family. If the family has several children with disabilities, then the payment is established for each child. If the family is in a difficult life situation, the city will provide them with targeted social assistance.

Caring for families with children

Moscow pays special attention to supporting families with children and preventing social orphanhood. Funding for this area in 2022 will grow by 18.3 percent and amount to 91 billion rubles. This includes cash payments, reimbursement of expenses, for example, for the purchase of school uniforms, children’s goods, payment for housing and communal services, as well as the provision of targeted assistance in difficult situations. All young Muscovites under the age of seven have the right to free public transport and visits to theaters and museums, the city provides children under three years of age with medicines and food in children’s dairy kitchens, and junior schoolchildren receive hot meals at the expense of the budget.

From January 1, 2022, for almost 600 thousand children raised in 300 thousand families, social payments will increase by 4.8 percent.

The lump-sum payment at the birth of a child to young families is provided on a differentiated basis. At the birth of the first child, it will be 93,570 rubles, the second – 130,998 rubles, the third and subsequent – 187,140 rubles.

Also in 2022, support for low-income families with children will continue, with 36.6 billion rubles allocated for payments. For single mothers and families in which one of the parents evades paying alimony or does military service on conscription, the amount of the allowance is 17.2 thousand rubles.

Children from three to seven years old are also paid an allowance, the amount of which depends on the total family income. So, in each specific case, 50 percent (8,087 rubles), 75 percent (12,131 rubles) or 100 percent (16,174 rubles) of the child’s subsistence minimum are prescribed.

The city provides targeted assistance to those who are in difficult life situations. In 2022, it is planned to allocate 6.5 billion rubles for it.

Attention to foster families

Today, 93.3 percent of orphans in Moscow live in families, and another seven percent are brought up in centers for promoting family education. Children are provided with comprehensive social support – from ensuring a comfortable life, development and rehabilitation to finding a substitute family for each child. For these purposes, more than 1.9 billion rubles will be allocated from the budget, which will allow not only to maintain the level of social support for substitute families, but also to increase payments by 4.8 percent.

Payments for the maintenance of children placed under guardianship (guardianship) in a foster family, a foster family or adoptive parents will grow by 4.8 percent.

For adoptive parents and foster carers, remuneration is provided, which will increase from 17,318 to 18,150 rubles, and for families with a disabled child – from 29,441 to 30,855 rubles. Such payment will be received by one of the foster parents or foster carers who is raising one or two foster children. If the family has three or more children, then both parents will receive rewards for each adopted child.

Muscovites who have adopted an orphan child or left without parental care will be paid a one-time compensation to reimburse the costs of adoption. For the first adopted child, the capital allocates an amount equal to five living wages (93,570 rubles), for the second child – seven living wages (130,998 rubles), for the third and subsequent adopted children – 10 living wages (187,140 rubles).
