Decree of December 24, 2021 No. 2451

Citizens who are engaged in the development of personal subsidiary plots and are officially registered as self-employed will have access to state support. The decree on this was signed by the Chairman of the Government Mikhail Mishustin.

The document introduces changes to the state program for the development of agriculture and the regulation of markets for agricultural products, raw materials and food. It is complemented by a separate priority sub-sector – the development of personal subsidiary farms, which are run by citizens who apply the NPA regime (tax on professional income). From 2022, they will be able to receive subsidies from the state.

The adopted decision will support the self-employed, who develop their personal subsidiary plots, will help to increase the production of vegetables, milk and meat, and, therefore, to saturate the Russian market with domestically produced products.
