In 2021, in the Kaliningrad region, participants in the accumulation and mortgage system (NIS) concluded more than 340 transactions worth about 1.3 billion rubles. Of these, about 50 – under contracts of equity participation in construction. About 40 servicemen purchased residential buildings with land.

At the same time, the average area of ​​a purchased apartment in the secondary market is 55.7 square meters, and the average cost of one square meter is 74.7 thousand rubles. In new buildings, the average area of ​​an apartment is 61.2 sq. m, and the average cost per square meter is 76.0 thousand rubles. The average area of ​​individual residential buildings with a land plot was 131.4 sq. m at a cost of 33.5 thousand rubles per square meter.

Refinancing of mortgage loans for military personnel participating in the NIS, issued under the Military Mortgage program by the banks Zenit, SGB, Promsvyazbank, Otkritie, Russia, Rosselkhozbank, Gazprombank, and DOM.RF, continues. The minimum interest rates for refinancing a previously obtained mortgage loan is 6.75% per annum, under the “Family Mortgage for Servicemen” program – 4.7% per annum, under the “State Support 2020” program – 5.69% per annum.

The amount of the accumulative contribution for one NIS participant for 2022 is indexed and amounts to 311044.5 rubles.

In the Kaliningrad region, since the beginning of the accumulation and mortgage system operation, 7,257 residential premises have been purchased for a total amount of more than 22.8 billion rubles.
