More than 21 thousand Muscovites last year celebrated a housewarming and moved to a new house. What else was done in 2021 under the renovation program?

Another million square meters of housing was erected in Moscow renovation program… Despite the pandemic, the implementation of a large-scale program in the capital does not stop, and Muscovites regularly celebrate housewarming in improved conditions.

Moving for them, by the way, also becomes more comfortable – thanks to super service… So, since last year, you can even order the services of loaders and transport for the move. And most importantly, the city is moving from the construction of starting houses to the design of entire residential areas with convenient roads, social facilities and parks. For this, an international architectural competition was even held in 2021.

One million “squares” per year

The renovation program for the Moscow housing stock was approved on August 1, 2017. Almost one million Muscovites will move to new apartments – they are residents of 5175 houses. At first glance, the idea of ​​relocating such a number of people in a dense urban development seemed impossible. But already in February 2018, the first new settlers moved into apartments with improved finishes. And then the renovation program only gained momentum, not stopping even in a pandemic. Thus, the pace of construction and resettlement in 2021 was twice as high as in all previous years of the program.

Reduction of bureaucracy also contributed to the achievement of such results. Now, from the beginning of the design to the commissioning of a residential building, it takes only about 3.5 years. At the same time, all stages of work are controlled by specialists from Mosgosstroynadzor and Center for Expertise, Research and Testing.

Since the beginning of the program, 176 residential buildings with a total area of ​​2.3 million square meters have been built in the capital. Today, 341 buildings with a total area of ​​six million square meters are under construction and design in Moscow. Most of the houses are built and designed in the Eastern, Northern and South-Eastern districts.

The selection of new launch sites does not stop either: in 2021, 63 such territories were approved, and their total number reached 534.

Launch sites are selected as close as possible to the demolished five-story buildings to ensure wave relocation. After the completion of construction, residents move to new buildings, and their old houses are dismantled according to smart demolition technology… Thus, 81 five-story buildings were dismantled, including 39 in 2021.

On the vacated areas, modern residential areas with green areas, the necessary social and transport infrastructure are being designed.

The look of future neighborhoods

Moscow is gradually shifting from the construction of starting houses to the construction of full-fledged neighborhoods – as a result of public discussions and public hearings, 88 projects of territorial planning in 51 districts were approved. Agreements for the complex development of 75 blocks have already been signed.

The architectural concepts of future quarters were chosen in the summer of 2021 following an international competition “Renovation look”… The jury evaluated the individuality and architectural quality of the proposals, as well as the actual possibility of implementing the concept with the least amount of changes.

Modern residential areas will be designed with the comfort of both pedestrians and drivers in mind. Almost 160 kilometers of streets with parking spaces and 144 kilometers of bike paths will appear, and bicycle parking, recreation areas, sports and playgrounds will be located in the courtyards. Near houses and in underground parking lots will also be installed charging for electric vehicles, scooters, mono-wheels and other types of electric vehicles.

The first floors of new houses were immediately designed to accommodate shops, cafes, pharmacies and other institutions, so tenants do not have to redevelop and coordinate documents for a long time. A total of 280 such premises are located in the houses, more than 150 of them have already been leased.

In addition, the maximum landscaping of the territory became a prerequisite for the project of the future quarter. Since the beginning of the program, more than 3.5 thousand trees, 102 thousand shrubs have been planted in the yards, more than 354 thousand “squares” of lawns and 11.6 thousand square meters of flower beds have been laid out. They also managed to preserve and replant almost 4.7 thousand old trees and 3.5 thousand shrubs.

In 2021, the design and construction of not only residential buildings, but also social infrastructure facilities for new quarters began. In total, more than 400 new social facilities are envisaged, over 50 of which are planned to begin construction in the next three years. For example, a dental clinic will appear in Perov by the end of 2024, and in the future – four kindergartens and three schools. In Horoshevo-Mnevniki, as part of the first stage of the program, an educational building for 400 children will be handed over.

Site planning projects also provide for the preservation of houses of historical and architectural value. Their residents will receive new apartments, and the buildings will be reconstructed and adapted for modern use.

New apartments for almost 50 thousand Muscovites

The pace of moving under the renovation program is also breaking previous records. If as of the end of 2020, a little more than 23 thousand people have moved since the beginning of the program, then over the past year the number of such new settlers has doubled – to 47.6 thousand. More than 22 thousand people are at different stages of registration of documents for the move.

149 new buildings were transferred for settlement. Residents of 421 houses will soon move to them or have already done so. Since the beginning of the implementation of the program, 151 houses have been completely resettled, of which 69 – in 2021.

Participants in the renovation program receive apartments that can be moved into without extra investment. They already have improved finishes, plumbing fixtures, an electric stove and chandeliers have been installed, there are glazed balconies or loggias, as well as boxes for air conditioners. Also, individual heat meters are installed in all houses.

The total area of ​​the new apartments will increase due to the spacious kitchen, bathroom and corridors, and the living rooms cannot be smaller than in the old apartment.

Participants in the renovation program can also buy additional meters, rooms or, within two years, purchase another apartment at a reduced price with a 10 percent discount. We have already decided to take advantage of this opportunity more than 1500 families.

Super Service: Hassle-Free Moving

Super service will help to make the housewarming as comfortable as possible “Moving under the renovation program” on the portal. It allows citizens over 18 years of age with a full account to receive notifications about the status of the move, personalized instructions, and essential e-services.

Superservice is constantly being improved, new functions appear in it. From 2021, using the service, you can sign up for an inspection of an equivalent apartment, the procedure for concluding an agreement and (if necessary) an appointment with a notary, Submit an online application for free assistance of movers when moving or for the elimination of construction defects revealed during the inspection of the apartment.

Renovation program participants come notifications about the stages of moving and the status of the services provided. They are sent to your personal account on, by e-mail, by SMS and via the Moscow State Services and My Moscow mobile applications.

At the stage of moving, Muscovites can get help and personal advice in one of the 53 resettlement awareness centers… They are open on the first floors of new buildings not far from the houses being settled. The staff of the centers advise residents, help with paperwork, accept applications for organizing relocation, and much more.
