Deputy Prime Minister Dmitry Chernyshenko announced the development of a new user authentication factor for the public services portal. Login to your personal account will be carried out using the data of a single biometric system.

As assured in the Ministry of Digital Development, there will be no restrictions on the use of the public services portal in connection with the introduction of biometrics. All existing services will remain available to those who choose not to use this technology.

The Deputy Prime Minister recalled that the EBS was launched at the end of last year. This was a big step towards achieving the national goal “Digital Transformation” set by President Vladimir Putin.

“Today, “Gosuslugi” is one of the most popular portals in the country. More than 93 million people have a verified account on it. To protect their data, the Government uses the most modern technologies, including the use of biometrics. It will not only make the portal more convenient and expand the number of services provided, but also improve the security of Russians’ personal data. The ability to enter your personal account using biometrics will become available within six months,” Dmitry Chernyshenko said.

The Deputy Prime Minister emphasized that the use of biometrics when entering the portal is voluntary and will be established at the request of a citizen.

Now users can protect their account from theft using a numeric SMS code. This is called two-factor authentication.

“With each authorization on the public services portal, users receive a one-time code to a verified mobile phone number and enter it on the site. You can enable this option yourself in the “Security” section of your profile. Few use it. The Ministry of Digital Development plans to make the authorization confirmation SMS option enabled by default in order to increase the security of accounts. The user can also enable the security question option in the profile, the answer to which is known only to him. This will help in restoring access to the account,” said Oleg Kachanov, Deputy Head of the Ministry of Digital Development.

To confirm the entry into the account using a one-time numeric code, the Ministry of Digital Development has prepared amendments to the Federal Law “On Communications”. They assume that all telecom operators will transmit such short text messages immediately. The norm of the law has already entered into force on January 1, 2022.

The Ministry of Digital Transformation also reported that changes to by-laws that regulate the use of two-factor authentication will be published for public discussion in the near future. In the future, the Government will form a list of resources on which two-factor authentication will be a priority. The list will include sites that require additional information protection.
