In December 2021, the capital City Property Department agreed on 11 draft contracts for the participation of developers in the development of the social, engineering and road infrastructure of the capital. According to them, investors will donate 17 schools and kindergartens to the city, as well as a landscaped section of the road network. “In February last year, a new mechanism for providing citizens with social, engineering and transport infrastructure facilities was launched in the capital, approved by the Mayor of Moscow. It implies the conclusion of agreements with developers for participation in the development and improvement of the territory of the capital. In December 2021, the city agreed on 11 participation agreements, according to which investors will build and transfer to Moscow 10 kindergartens and seven educational institutions, as well as an equipped section of the road, ”said the deputy mayor.
In total, in 2021, the city agreed on 16 contracts, according to which investors will build and transfer to Moscow 18 preschool and 14 educational institutions, as well as auxiliary engineering facilities. These facilities are located in the TiNAO, in the northeast, east, north, southeast, south and west of Moscow. In addition, the city will receive an equipped section of the local road. The total estimated cost of these infrastructure facilities is 31.9 billion rubles.
Minister of the Moscow Government, Head of the City Property Department Maxim Gaman said that 15 schools and kindergartens will be located in the TiNAO: in the settlement of Sosensky, Ryazanovsky, Filimonkovsky, Desenovsky. Two schools and three kindergartens will appear in the SVAO, one kindergarten in the VAO, a school and two kindergartens in the SAO. One school and one pre-school institution will be built in SEAD and ZAO. And in the South Administrative District an educational complex will appear, consisting of a kindergarten and a school, one school and one preschool institution. The investor will also equip a section of East Street.
“Their construction will be completed at different times: from the beginning of 2022 to the end of 2027. Educational institutions will be able to accept over 14,000 pupils and students,” said Maxim Gaman.
According to planning projects for built-up areas, the investor must create social, engineering and transport infrastructure facilities within the boundaries of new residential quarters. Moreover, the developer can independently maintain and operate them or transfer them to the city.
Previously, there was no clear regulation on the process of granting objects to the property of the capital. Most often, investors used the donation scheme. At the same time, the design features and equipment of the structures did not always meet the mandatory standards. Now the developer under the participation agreement can transfer to the city only buildings that meet the requirements. Compliance with all norms is monitored by the relevant departments at all stages of implementation: from the design of the facility to its acceptance by the city upon completion of construction. Only after agreeing with them, the Department of City Property of the City of Moscow accepts the object into the property treasury.
