The connection of the largest highways in Moscow will create a new transport reality, said Sergei Sobyanin during the inspection of the section of the South-Eastern Expressway (SEW) under construction – from the Entuziastov Highway to Ryazansky Prospekt.

“The South-East Chord is completely seamlessly integrated into the North-East Chord, creating a Moscow high-speed diameter that runs from the south of the city to the north – to the new toll road to St. Petersburg. Nothing like this has ever been built in the history of Moscow,” Sergei Sobyanin said.

According to him, the section of the chord from the Entuziastov Highway to Ryazansky Prospekt is the most difficult of all, the construction of which has ever been carried out in the history of the city. Work began in spring 2020. The six-lane highway with a length of about three kilometers (in a straight line, excluding exits to adjacent streets) will run along the tracks of the Moscow Central Ring and will connect major city highways: the Entuziastov Highway, the North-Eastern Chord, Ryazansky Prospect, the Third Transport Ring (TTK) and Volgogradsky Prospekt.

As part of the section, 14 overpasses with a total length of seven kilometers will be built, including three overpasses of the main passage and 11 overpasses-exits to the North-Eastern Chord, Ryazansky Prospekt, Novokhokhlovskaya and Nizhegorodskaya streets.

Andrey Struk, Deputy General Director of the company, the general contractor, noted that about 200 kilometers of engineering networks, including power grids, electrical communications, and gas pipelines, must be relocated for the construction of the SEW section. Difficulties are created by an underground river.

“A difficult section, it consists entirely of overpasses, because we cross the railway almost seven times: we cross the MCC twice, as well as the tracks of the Gorky and Ryazan directions of the Moscow Railway,” Andrey Struk added.

At the intersection with the railway tracks of the second Moscow Central Diametertwo overpasses with a total length of 1.3 kilometers will be erected.

A total of 11 kilometers of roads will be built and reconstructed.

The adjacent area will be landscaped. 22.5 hectares of lawns will be planted here, 1680 trees (linden, maple, willow, birch, mountain ash) and 3100 shrubs (turf, vesicle, spirea) will be planted.

The readiness of the SVH section from the Entuziastov Highway to Ryazansky Prospekt is 42 percent. The construction is planned to be completed in 2023 along with the neighboring section of the SE from Ryazansky Prospekt to the Third Ring Road.

“I hope that already in 2023 the South-East Chord, together with the North-East Chord, including this section, will be opened. And of course, this will be a new transport situation not only in this section, but also in the capital as a whole in terms of travel opportunities, speed and unloading of the Third Transport Ring, the Moscow Ring Road, and outbound highways. The most important construction site, I hope that we will cope with it, ”Sergey Sobyanin concluded.

The connection between the major highways of the city will ensure a more even distribution of traffic flows, reduce excess mileage of vehicles and reduce the load on the main outbound highways in the southeast of the capital – Entuziastov highway, Ryazansky and Volgogradsky avenues.

Without traffic lights from Entuziastov Highway to Warsaw Highway

The construction of a new city highway – the South-Eastern Expressway – is the largest project for the development of Moscow’s road and transport infrastructure in the coming years.

The length of the main course of the South East Region will be about 28 kilometers. In total, taking into account the exits and the reconstruction of the nearby road network, specialists will build about 100 kilometers of roads, including 56 artificial structures with a length of 23 kilometers, as well as 12 pedestrian crossings.


The opening of the South-Eastern Expressway will complete the work on the formation of the system of Moscow chord highways – new roads that will become an alternative to the Moscow Ring Road, Third Ring Road and travel through the historical center of Moscow.

The chord will run from the Entuziastov Highway to the Varshavskoye Highway, connecting major highways of the city: the North-East Chord, Ryazansky Prospekt, TTK, Volgogradsky Prospekt, Shosseinaya Street, Kashirskoye Highway, Kaspiyskaya Street, Yuzhnaya Rokada, Podolsky Kursantov and Lipetskaya Streets, Moscow Ring Road with access to Troitsky and Novomoskovsky administrative districts through the Solntsevo – Butovo – Warsaw highway.

The South-East Chord will improve transport services for residents of more than 20 districts of Moscow, including Nizhny Novgorod, Lefortovo, Perov, Ryazansky, Sokolina Gora, Pechatnikov, Yuzhnoportovoye, Tekstilshchikov, Nagatinsky Zaton, Maryina, Lublin, Moskvorechye-Saburov, Tsaritsyn, Orekhovo-Borisovo North , Biryuleva West, North and South Chertanov, North and South Butov, Danilovsky and others. They are home to about 2.5 million people.

The construction of the South-Eastern Expressway is divided into 10 sections, of which nine are under construction:

— from the Enthusiasts Highway to Ryazansky Prospekt;

– from Ryazansky Prospekt to the Third Ring Road;

— from Grayvoronovskaya street to Shosseynaya street;

— from Shosseynaya street to Polbina street;

— from Polbina Street to Kuryanovsky Boulevard;

— from Kuryanovsky Boulevard to Kantemirovskaya Street, including traffic interchange at the intersection with Kashirskoye Highway and the Southern Rokada;

– from Marshal Shestopalov Street to the tracks of the Paveletsky direction of the Moscow Railway;

— from the tracks of the Paveletsky direction of the Moscow Railway to the Moscow Ring Road;

– from the Moscow Ring Road to the Solntsevo – Butovo – Warsaw highway.

Also, one site is in the design stage. This is a section along Kaspiyskaya Street from Kantemirovskaya Street to the tracks of the Paveletsky direction of the Moscow Railway.

New roads in Moscow

In recent years, the Moscow Government has maintained the pace of road construction – about 100 kilometers per year. From 2011 to 2021, 1,121.3 kilometers of roads were built, which is 20 percent of the existing street and road network. 331 artificial structures (bridges, tunnels, overpasses) were erected and 274 off-street pedestrian crossings were built.

The plans for 2022 include the construction of 91 kilometers of roads, 19 artificial structures and 10 pedestrian crossings. The most significant works, as well as objects, the commissioning of which is planned for the current year, are:

— Completion of the construction of the direct passage of the temporary storage warehouse on the section from Altufevskoe to Dmitrovskoe Highway;

— road junction at the intersection of the Moscow Ring Road with Ostashkovskoye Highway;

— reconstruction of Ivan Franko Street and the Staro-Rublevsky overpass;

— street and road network on the territory of the administrative and business center in Kommunarka;

— street and road network for maintenance of the Kommunarka metro station;

— reconstruction of the main street of district significance from the Ostafyevo platform to the urban district of Shcherbinka.

The key project of the coming years is the construction of new chord highways: the North-East Chord, the South-East Chord and the South Rokada.
