Mikhail Mishustin: Dear colleagues, good afternoon!
Today we are starting a series of meetings, during which we will consider the current situation with the implementation of strategic initiatives for socio-economic development. Let’s discuss the first results that we managed to achieve last year, and what we plan to achieve during this year.
The initiatives were prepared by the Government on behalf of the President and approved in October last year. There are 42 of them in total. They are divided into six key blocks. These are the social sphere, construction, ecology, digital transformation, technological breakthrough and the state for citizens.
Before being adopted, all of them went through the most extensive discussion with representatives of the Federal Assembly, regional authorities, experts from the Public Chamber, the All-Russian People’s Front and the business community as a whole. And in order to coordinate the necessary actions at the federal, regional and municipal levels, they were worked out in detail with the State Council.

Now their implementation, colleagues, is the priority of our joint work. Each of them solves specific tasks to improve the quality of life of people, the development of the economy and the social sphere.
Government initiatives are a powerful stimulus for the development of the country. They complement the existing mechanisms for achieving the national goals outlined by the President for the next 10 years, make this work more efficient, and generally increase the resilience of the Russian economy to external challenges.
All of them will be implemented in the form of federal projects. Their implementation in the next three years will require significant funding from the federal budget, as well as the National Welfare Fund. To this end, we have finalized the procedure for managing such funds and developed methodological guidelines for the selection of projects. In addition, it is planned to attract private investment.
For each of the initiatives, clear and understandable expected results were developed for two planning horizons – until 2024 and the next one – until 2030. This will allow to give an accurate assessment of the effectiveness of work in each area.
In order to strengthen control and achieve the planned achievements, personally responsible officials were appointed – at the level not lower than the Deputy Minister.
Work on the implementation of initiatives that are part of a single plan to achieve national goals has already begun. Until the end of last year, ministries and departments approved the necessary federal projects. This allowed the performers to quickly receive funding within the established limits.
In order to increase the effectiveness of current decisions and actions of authorities, both federal and local, monitoring of all data and parameters has been organized. This gives an objective and comprehensive picture of the current situation.
I will especially note the importance of communication on an ongoing basis with all participants and stakeholders. And above all, there must be prompt feedback from our citizens, as the President has repeatedly said, in order to promptly respond to their needs and requests.
Today at the meeting, we will consider 14 initiatives in four areas: construction, digital transformation, sports, science and education.
First of all, I would like to hear substantive reports on what has already been done in these areas, as well as a detailed discussion of plans for the near future.
Two of my deputies, Marat Shakirzyanovich Khusnullin and Dmitry Nikolayevich Chernyshenko, will report on this in more detail.
Let’s start with construction. This is the most important direction. Here, the speed and quality of work have a direct impact on the state of infrastructure and the standard of living of people. In particular, it is necessary to make it as easy as possible for citizens to build their own home. There should be no difficulty in obtaining a land plot, with connection to utility networks. And mortgage products should become more affordable. And of course, it is necessary to help businesses reduce the time and financial costs of building new facilities.
