The government commission to determine the list of domestic socially significant information resources, chaired by Deputy Prime Minister of the Government of Russia Dmitry Chernyshenko, has included the public services portal and the VKontakte social network in the list of socially significant sites.

The meeting was attended by Maksut Shadayev, head of the Russian Ministry of Digital Development, Alexander Khinshtein, chairman of the State Duma Committee on Information Policy, heads of cellular companies and other members of the government commission.

The social network “VKontakte” meets all the requirements of socially significant sites. Official accounts of government agencies, print media and TV channels are published there. It is assumed that users will be able to receive relevant content from various sources in a convenient format. The presence of only two resources makes it technically easier for telecom operators to provide free access to the sites included in the list. This provides alternative access to tens of thousands of resources of government agencies and at the same time reduces the load on the equipment of operators.

Public services and VKontakte will be available even with a negative balance on the account of a user of home Internet or mobile communications. It will be possible to visit both resources in the browser of a computer or smartphone, as well as in the official application.

A resource can be considered socially significant if there are at least 5,000 accounts of state bodies located there and more than 5 million users visit it every day. Among the mandatory criteria for a social network is the presence of 5,000 accounts of government agencies, as well as accounts of state media and mandatory public channels (Channel One, Russia-1, NTV, Friday!, TNT and others).

As a result of the meeting of the government commission, Roskomnadzor must transfer resource data to which operators will provide free access within 7 days. Until May 15, 2022, the Ministry of Digital Transformation will analyze the traffic that provides citizens with the opportunity to use services free of charge.

The rules for maintaining a list of free socially significant information resources have been approved Decree of the Government of December 29, 2021 No. 2531.

The opportunity for free visits to socially significant sites appeared for Russians in 2020, when the Accessible Internet project was launched on behalf of the President as part of an experiment.
