The Deputy Prime Minister also noted the leaders in terms of housing commissioning per person. This is the Tyumen region, where input per person was 1.8 sq. m. m, more than 1 sq. m per person also in the Leningrad, Kaliningrad, Moscow, Lipetsk, Sakhalin regions, Krasnodar Territory and Sevastopol.

The Vice Prime Minister noted that as of December 1, 2021, 48 regions had exceeded the indicators of the emergency housing resettlement program and 20 regions had fully completed. According to him, the implementation of the program on a cumulative basis for 2019-2021 amounted to 124% in terms of the resettled area and 130% in terms of people being resettled: the initial resettlement plan was exceeded by 140% by area, by 146% by people.

“In 2021, under the Stimulus program aimed at supporting the construction of infrastructure in the regions, 189 objects were implemented in 58 regions, the program provided additional housing – 5.5 million square meters. m.

Summing up, Marat Khusnullin reminded the meeting participants that in order to implement the national project, it is necessary to reach the level of construction of 120 million square meters. m per year and improvement of living conditions for at least 5 million families per year. “In 2022, the bar cannot be lowered below the input of 2021. We must ensure growth. I ask the heads of regions to carefully analyze the current situation and identify problem areas that could slow down the achievement of the declared indicators in 2022,” he said.

Governor of the Chelyabinsk Region Alexei Teksler and Head of the Komi Republic Vladimir Uyba made presentations on the results of construction in the form of feedback with the regions.

During the meeting, the issue of signing by the Ministry of Construction and the Ministry of Finance of agreements with the regions for the provision of infrastructure budget loans was also discussed. As part of the further implementation of the Infrastructure Menu initiative, the meeting participants also considered and approved the applications of entities for financing projects for the construction, reconstruction and modernization of communal infrastructure facilities at the expense of funds from the National Welfare Fund planned for implementation under the program of the Housing and Utilities Fund, approved in accordance with the instructions of the President and Governments.

Thus, for the Murmansk region, a loan was approved in the amount of 386.6 million rubles for the modernization of the existing boiler house (Olenegorsk). The planned effect of the project implementation will be expressed in reducing the depreciation of the utility infrastructure system by 55% and reducing the cost of repair work by 25%. In addition, the implementation of the project will reduce energy costs and minimize the negative impact on the environment, as well as give a tax effect in the amount of 14.4 million rubles.

For the Republic of Sakha (Yakutia), a loan in the amount of 273.3 million rubles was approved to finance projects for the modernization and construction of boiler houses and heating networks in the villages of the subject. The projects will increase the total capacity of heat supply sources by 50%, provide the ability to connect 254 individual residential buildings and 3 social facilities.

At the meeting of the headquarters, the applications of the regions for participation in the selection of projects for the construction and reconstruction of infrastructure facilities using DOM.RF infrastructure bonds were considered and approved. Kursk region approved funding in the amount of 0.4 billion rubles for the construction of a kindergarten for 280 children (Kursk). For the Yamalo-Nenets Autonomous Okrug, the allocation of funding in the amount of 2.4 billion rubles was approved for the construction of a school for 400 children and a kindergarten for 240 children as part of the complex development of a microdistrict (Gubkinsky) with a total living area of ​​75 thousand square meters. m.
