Today, a meeting was held in the building of the Government of the Leningrad Region to sum up the results of the activities for 2021 of the territorial subsystems of the unified state system for the prevention and elimination of emergencies (RSChS) of the subjects of the Russian Federation of the North-Western Federal District.
It was attended by Secretary of State – Deputy Minister of the Ministry of Emergency Situations of Russia Alexei Serko, Governor of the Leningrad Region Alexander Drozdenko, Governor of the Northern Capital Alexander Beglov, senior officials of the subjects and the leadership of the regional main departments of the rescue department in the North-Western Federal District.
The deputy plenipotentiary representative of the President of the Russian Federation in the Northwestern Federal District Oleg Logunov, the head of the Leningrad region and the city of St. Petersburg addressed all those present with welcoming words.
In his speech, Secretary of State – Deputy Minister of the Ministry of Emergency Situations of Russia Alexei Serko summed up the results of the activities of the territorial subsystems of the RSChS in the Northwestern Federal District over the past year. In particular, he noted: “Every year we have to resolve more and more complex and responsible tasks that require the implementation of qualitatively new approaches, the introduction of high technologies, advanced technology, progressive forms and methods of work.”
In addition, A. Serko outlined the priority areas for the activities of the unified state system for the prevention and elimination of emergency situations in the North-West for 2022. Including: ensuring the necessary level of fire safety in the territories of the constituent entities of the Russian Federation in the North-Western Federal District, taking measures to prevent emergencies that occur on the territory of the district during a fire hazard period, and taking timely flood control measures, taking measures in cooperation with the authorities of the constituent entities to create the necessary material resources to eliminate the consequences of emergencies, increasing the level of professional training of employees and employees of the subject and voluntary fire protection, developing and implementing additional measures to strengthen the material base of the FPS units, providing preventive measures aimed at eliminating the causes of death in fires, as well as the occurrence of fires in the residential sector, economic and infrastructure facilities, increasing the demands on the owners of protection facilities for their compliance with fire regulations, ensuring the necessary measures to supervise security and the use of water bodies, ensuring that the authorities of the constituent entities of the Russian Federation take the necessary measures to account for flood zones in order to prevent the construction of residential buildings and industrial facilities in them, ensuring the necessary level of readiness of regional authorities to perform tasks in the field of civil defense, etc.
“At the end of my speech, I want to assure you that our joint efforts will continue to solve the problems of protecting the population and territories from emergencies, as well as ensuring the safety of all events held in the Northwestern Federal District,” summed up Alexey Serko.
At the end of the event, the ceremony of awarding the most distinguished employees of the Ministry of Emergency Situations of Russia and representatives of the RSChS of the NWFD with government and departmental awards, as well as honoring the winners of the competitions of the NWFD in the nominations: “The best local government body”, “The best protective structure of the civil defense in the NWFD”, “The best CUC Main Directorate of the Ministry of Emergency Situations of Russia for the constituent entity of the Russian Federation, NWFD”, “The best senior operational duty officer of the Central Control Center of the Main Directorate of the Ministry of Emergency Situations of Russia for the constituent entity of the Russian Federation, NWFD”, “The Best GIMS of the NWFD”, and “The Best State Inspector for Small Vessels of the NWFD”.
In 2021, 31 emergencies occurred in the Northwestern Federal District.
During the year, almost 38 thousand fires occurred in the district, which is 1.3% lower than in 2020.
The consequences of 555 incidents were eliminated at water bodies. The number of deaths on the water decreased by 4%.
The total number of rescued people from fires, traffic accidents and water bodies amounted to almost 9,000 people.
Last year, employees of supervisory authorities conducted more than 30,000 inspections in the field of fire safety, protection of the population and territories from emergencies and civil defense, which is twice as many as in 2020.
Fire and rescue units were involved more than 10,000 times to eliminate the consequences of road accidents. At the same time, the number of deaths in road accidents decreased by 11%.
The pyrotechnic units of the EMERCOM of Russia, together with the engineering and sapper units of the Western Military District, the Northern Fleet, units of the Russian Ministry of Internal Affairs, the National Guard and explosives experts of the emergency rescue services of the subjects, discovered and defused about 16,000 explosive items from the Great Patriotic War.
On the territory of the district, 8,209 public institutions of voluntary fire protection with a total number of almost 85,000 people are actively operating. During the year, fire volunteers carried out 4816 trips to extinguish fires and provide assistance to the population in case of other incidents.
In 2021, the fire and rescue garrisons of the subjects of the district received 104 units of modern fire and rescue vehicles.
