Private investment in the creation of two enterprises will amount to about 27 billion rubles.

In the capital, the design of plants for the processing of sewage sludge began. The enterprises will be created through private investment, the volume of which will be about 27 billion rubles.

“In February last year, Moscow signed the first concession agreement in the field of housing and communal services for 20.5 years. It involves the construction of two plants for the processing of sewage sludge. Private investments will amount to about 27 billion rubles. No budget expenditures will be required, while the constructed enterprises will belong to Moscow from the moment they are put into operation. Now the concessionaire is designing plants,” said Deputy Moscow Mayor for Economic Policy and Property and Land Relations

Under the terms of the concession, after the plants are put into operation, the investor will thermally treat and then dispose of the sludge. The resulting product will be supplied to cement plants for use as solid biofuels.

“For the placement of plants, the city will give the investor land plots on the territory of treatment facilities. For 3.5 years, an entrepreneur must build enterprises and then operate them for 17 years. The facilities will meet high environmental standards,” the head of

Department of investment and industrial policy of Moscow Alexander Prokhorov.

At the moment, the volume of concession agreements concluded by Moscow exceeds 118 billion rubles. In addition to housing and communal services, they were signed in such areas as healthcare, road construction, off-street transport, social services for the population, and education.

As Artem Barashev, director of the City Investment Management Agency, noted, the concession makes it possible to equally take into account the interests of both business and the city, as well as attract competencies and modern technologies.

“As a result, Moscow will receive a functioning facility, and the investor will receive income from its operation throughout the entire term of the agreement. In addition, the concession makes it possible to effectively distribute risks between the parties to the agreement,” he said.
