Far Eastern Federal University (FEFU) is the largest university in the Far East, an institute for the intellectual development of the macroregion and the scientific and technological core of Russky Island. In 2021, FEFU passed the competitive selection under the Priority 2030 strategic academic leadership program and received a special grant in the area of ​​Territorial Leadership.

Projects aimed at supporting talented youth were presented. In particular, the Far Eastern Federal University came up with the initiative to create a Talent Management Center – “Preuniversarium”. To this end, it is planned to create a university quarter in Vladivostok for schoolchildren, their families, and future employers. The project is aimed at replicating the successful practices of FEFU school education for schools in the Far Eastern regions.

The development of the FEFU Medical Center, which is the most modern clinic in the Far East and acts as a practical base for the University School of Medicine for the training of medical personnel, was discussed. The full cycle of medical support is consolidated here (polyclinic – diagnostics – treatment – rehabilitation). Its structure includes cardiac surgery, oncology, orthopedics, neurosurgery and other clinical departments, eight universal operating rooms equipped with the most modern equipment, including the Da Vinci robot. The main performance indicators of the medical center correspond to the level of the world’s leading clinics. The medical center can perform about 10 thousand operations per year in various fields.

As a result of the meeting, Yuri Trutnev instructed the interested federal ministries and departments, together with the leadership of the Far Eastern Federal University, to work out all the proposals that were made, to develop a program for the development of the university within a month.

“The task set by the President to make FEFU one of the world’s leading universities must be implemented. Such a program should be prepared within a month. We will strive to ensure that the Far Eastern Federal University significantly improves the quality of education, and then we will bring other higher educational institutions of the Far East to these standards. Our task is to make higher education in the Far East one of the best in the country and the world,” Yury Trutnev summed up the meeting.

On the same day, the Deputy Prime Minister held a meeting on the implementation of investment projects in the Primorsky Territory. “The main principle that is laid down in the work on the development of the Far East is the support of each project. We must make sure that there are no obstacles, and if there are, we must help investors to eliminate them. There must be constant contact with the investor. In my opinion, only such work can allow us to move forward. This is the key to success in economic development. And economic development is the basis for everything else, including the development of the social sphere – the construction of new hospitals, schools, kindergartens. All these tasks have been set before us by the President of the Russian Federation Vladimir Vladimirovich Putin,” he stressed.

According to Yuri Trutnev, investments in Primorye are quite active. “Primorye attracts up to 70% of investments from the entire Far Eastern volume. In the priority development areas, 1969 projects are being implemented in the free port – this is actually 60% of those implemented in the Far Eastern ASEZs and the free port. In fact, investors invested 401 billion rubles, 278 projects were put into operation, 40 thousand jobs were created. This is also almost half of the total number created in the Far East as a whole,” he noted.

Projects in the field of tourism, timber processing, logistics and food industry were considered. They discussed the progress of the projects and measures of additional state support, which are necessary in order for the projects to be launched on time.

“We are trying to create an investor support system in the Far East that works every day, when we constantly monitor what questions an investor has to state authorities at all levels – to the Russian Government, the subject, the municipal level of power. If such work continues, if it is effective, then investors will come, launch projects, then both Primorye and the Far East will develop,” Yury Trutnev summed up the meeting.

The Deputy Prime Minister drew the attention of investors to the special preferential regime being created in the Kuril Islands. “Within the next two months, we will have a law on preferential treatment in the Kuriles. For 20 years, investors will be released from the obligation of taxpayers, a ban on any business inspections will be introduced for five years. This regime creates unprecedented opportunities for investors, and they should be used,” he said.

Earlier, Yury Trutnev held a number of meetings with investors on the implementation of projects on Russky Island. Projects in the field of tourism, housing construction, sports and film production were presented. Following the discussion of the projects, he instructed the Ministry for the Development of the Far East, together with the government of the Primorsky Territory, to work out the issue of forming a TOP on Russky Island and submit relevant proposals to the Government of Russia. “We will create a unified management system so that investors receive all the necessary support in one place. Most likely, we will do this in the form of a priority development area,” he said.
