Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev held a number of meetings, including on the socio-economic development of Primorsky Krai in 2021 and on development plans for 2022, as well as on plans for the development of the Vladivostok agglomeration.

“Primorsky Krai has taken a leading position in the Far East in terms of industrial production growth. Industrial production increased by 20.5%. In the manufacturing sector by 30.8%. Agricultural production increased by 10%. The implementation of projects with state support continues in the region. Now there are 1969 of them in the region, of which 122 are in the priority development areas and 1847 are within the free port of Vladivostok. The volume of investments under the agreements amounted to 2.38 trillion rubles, of which almost 401 billion rubles were invested in the region’s economy. 278 projects have been put into operation, almost 40 thousand jobs have been created. These are the largest figures from the regions of the Far East. Primorye continues to hold the position of the leader of the Far Eastern Federal District in economic development,” Yury Trutnev opened the meeting.

The gross regional product added 5% to the level of 2020, which is 1 trillion 195 billion rubles. Industrial production index 120.5%. This is the fourth largest in the country. Mining companies gave a 120% increase in production. Products were produced for more than 7 billion rubles. Machine-building enterprises produced goods worth 122 billion rubles – 161% compared to the previous year. The index of agricultural production amounted to 109.8%. This is the best result in recent years. In 2021, due to the commissioning of new greenhouse complexes, twice as many greenhouse vegetables were grown.

Increased investment in fixed assets. Over 137 billion rubles have been invested in the region’s economy for nine months (an increase of 14%). Primorsky Krai ranks 27th in the country, fifth in the Far Eastern Federal District.

The volume of construction has increased. In 2021, almost 900 thousand sq. m, which is 36% more than in 2020. There are positive changes in the social sphere. During the period of the Far Eastern Mortgage program, 9.5 thousand families of the Primorsky Territory improved their living conditions.

The program for the construction of rental housing for public sector employees, young families and other categories of citizens is being actively developed. In 2021, almost 10,000 sq. m, provided 186 apartments. The construction of seven houses for 756 apartments in Bolshoi Kamen for the employees of the Zvezda shipbuilding complex is nearing completion.

On behalf of the President of Russia, work is underway to resolve the problem of deceived equity holders. Six multi-apartment long-term construction projects were put into operation. Thousand families received long-awaited housing. “According to this indicator, we are in 10th place in the rating of constituent entities of the Russian Federation, next year we plan to completely close the issue of long-term construction,” said Oleg Kozhemyako, Governor of the Primorsky Territory.

The modernization of the social infrastructure of the Primorsky Territory is carried out through a single subsidy – federal budget funds provided by the Ministry for the Development of the Russian Far East. Currently, out of 20 facilities under construction, three are at the stage of completion: a school for 600 children in the city of Bolshoi Kamen and a kindergarten in the Snegovaya Pad microdistrict in Vladivostok, the Avangard stadium.

In the healthcare sector, the Lean Polyclinic project continues to be implemented. In 2021, it included 78 polyclinics. They become comfortable for patients and employees. The design of 12 primary link facilities is nearing completion.

About 300 units of medical equipment have been purchased, 68 institutions have been overhauled, and 85 vehicles have been purchased. 10 modular FAPs and one outpatient clinic have been installed. Six successful kidney transplants were performed for the first time, all patients were discharged and returned to active life.

Projects aimed at supporting mass sports were presented. There are 37 ski slopes in the region with free ski rental. During the year, 65,000 residents of Primorye went skiing. Equipment for artificial snowmaking was purchased, which made it possible to open the only ski track in the Primorsky Territory on the island. At the meeting on plans for the development of the Vladivostok agglomeration, the issues of developing master plans for the city of Vladivostok and integrated development at the Nadezhdinskaya ASEZ, the construction of the Vladivostok ring road were considered.

“At the meetings of the Eastern Economic Forum, which were held here in Vladivostok, in September last year, President of the Russian Federation Vladimir Vladimirovich Putin instructed to develop master plans for the development and renovation of Far Eastern cities. We must present the projects at the upcoming Eastern Economic Forum,” said Yuri Trutnev.

To consolidate all ideas on the development of Vladivostok, a working group has been created, including city planners, representatives of the city administration, the regional government, the Ministry for the Development of the Russian Far East, the Union of Architects of Russia and the public.

The Ministry for the Development of the Russian Far East, together with leading design institutes and architectural bureaus, is working on a project to create a new complex multifunctional building at the Nadezhdinskaya ASEZ.

“Plans for the renewal of the city are quite ambitious: these are new road junctions, which will, in fact, make it possible to loop traffic to Russky Island, and the construction of additional urban centers, which also create an agglomeration. But all this should be discussed in terms of readiness, economic feasibility, and most importantly, all this should meet the interests of the people who live in Vladivostok. Vladivostok should become more beautiful, more comfortable for life. There should be less traffic jams. Housing should become more affordable for citizens,” Yury Trutnev summed up the meeting.
