On behalf of the President of the country, from September 1, 2020, measures are being gradually implemented to organize free hot meals for primary school students. For this purpose, subsidies are provided to the regions from the federal budget. At the same time, subsidy funds can be used to provide hot meals to primary school students only in those schools where conditions have been created for this that meet the requirements for catering. In other cases, hot meals should be provided at the expense of the region until all existing violations are eliminated.

As Tatyana Golikova noted, in 2020-2021, the amount of subsidies from the federal budget for these purposes amounted to more than 76 billion rubles. This made it possible to provide free hot meals to more than 7.7 million students in grades 1-4 in almost 39.6 thousand schools. Federal budget funds in the amount of 63.2 billion rubles have already been allocated this year.

“If at the beginning of the 2020/2021 academic year 2261 general education organizations in 27 regions did not meet the sanitary and epidemiological requirements, then at the beginning of 2022 there were only 83 organizations in 4 regions where the measures to eliminate violations that were provided for by the relevant ones were not fully completed” road maps adopted by the regions of the country,” Tatyana Golikova emphasized. These are the Republic of Crimea, the Khabarovsk Territory, as well as the Astrakhan and Pskov regions, where one school is not ready.

In addition, in 3 regions, for 34 general education organizations located in hard-to-reach places and being understaffed, hot meals for students in grades 1-4 were replaced by food packages and a big break was organized for children to eat at home. These are the Krasnoyarsk Territory, the Arkhangelsk Region and the Republic of Buryatia.

At the meeting, special attention was paid to listening to the reports of the regions where individual problems still remain, and to discussing measures to eliminate them. According to the regions, the main problem is catering facilities and outdated equipment. A possible way out of this situation could be a program of overhaul of schools, which has been implemented since this year on behalf of the President of the country. The activities carried out as part of the school overhaul program will improve the conditions for providing hot meals to schoolchildren.

According to the Ministry of Education, out of 2,065 facilities included in the overhaul program, the repair of food units is already planned in 1,247, which is 60.4% of the total number of facilities participating in the program. Subsidies from the federal budget for the overhaul of schools in 2022 amount to 66.5 billion rubles.

“At the same time, I draw your attention to the fact that the overhaul should not stop the provision of students with hot meals. It is necessary to organize the process in such a way during the overhaul period so that this issue is completely resolved,” Tatyana Golikova emphasized.

The next assessment of the readiness of food units of educational organizations will be carried out by Rospotrebnadzor as of April 15, 2022. Based on its results, educational organizations that have eliminated the comments will be included in the number of recipients of the federal subsidy from September 1, 2022.

Comprehensive control over the organization of food and its quality continues, not only by the control and supervisory authorities, but also by the parents of students, organized in accordance with the instructions of the Government.

According to catering monitoring data, more than 7,000 requests were received last year. About 50% of parents are completely satisfied with the way food is organized and its quality.

The average weekly assessment of the provision of free hot meals, according to requests to the public services portal, for 2021 was 3.7, that is, it remained at the level of 2020.

“There is more work to be done. I ask both the Ministry of Education of Russia and all colleagues from the regions to be attentive to the requests that are received, to consider them and respond to the comments that are made,” Tatyana Golikova emphasized.
