Marat Khusnullin held a meeting of the Presidium of the Government Commission for Regional Development in the Russian Federation, during which the participants discussed the development of housing and communal services.

Speaking about the results of 2021, the Deputy Prime Minister noted the adoption of important legislative norms for the industry in terms of amending the Tax Code of the Russian Federation, according to which in small towns (up to 100 thousand people) concessionaires in the utility sector are on a simplified taxation system, changes have been approved the Fundamentals of Pricing in terms of ensuring the real long-term regulation and guarantees of the concessionaire’s activities; for the consolidation of engineering networks, criteria have been established for classifying network owners as heat grid and transit organizations.

“Our goal is to replace at least 5% of worn-out utility networks per year,” the Deputy Prime Minister said and drew the attention of the heads of subjects to the need to approve and implement new investment programs in the utility industry aimed at modernizing fixed assets.

During the meeting, the Minister of Construction and Housing and Public Utilities Irek Fayzullin reported on the results of the implementation of the federal projects “Formation of a comfortable urban environment”, “Clean Water”, “Improvement of the Volga” in 2021 and on the implementation of federal projects in 2022-2024. “About 260 facilities were built in 247 settlements, which made it possible to provide 850,000 people with quality water from centralized water supply systems. This year we plan to implement more than 370 objects. The issue of providing people with quality water is one of the priorities. Capital repairs were carried out in 54.4 thousand apartment buildings, in which 7.2 million people live, which is 10% more than in 2020. We will continue to actively work on the systematic modernization of housing and communal services,” said Irek Fayzullin.

The meeting considered and approved the applications of subjects for financing projects for the construction, reconstruction, modernization of infrastructure at the expense of the National Welfare Fund through the Housing and Communal Services Fund. Thus, for the Chelyabinsk region, a loan in the amount of 1.1 billion rubles was approved for the implementation of a project for the reconstruction of sewage treatment facilities in the city of Chelyabinsk, which today are almost completely worn out and have outdated treatment technology. The Kaluga Region will receive a loan in the amount of 0.26 billion rubles. The funds will be used to implement the project “Modernization and reconstruction of the heat and power complex in the city of Maloyaroslavets, Maloyaroslavetsky district of the Kaluga region”, aimed at updating 9 boiler houses that have exhausted their resources and about 2.5 km of heating networks with wear of more than 95%.

Governor of the Arkhangelsk Region Alexander Tsybulsky, Governor of the Smolensk Region Alexei Ostrovsky and Governor of the Penza Region Oleg Melnichenko gave feedback to the regions. The heads of the subjects reported on the implementation of national projects.
