On the Unified Portal of Public Services, it will now be possible to hold public hearings with the participation of residents of municipalities. The resolution on the procedure for using the portal to organize and conduct such hearings was signed by Prime Minister Mikhail Mishustin.

The emergence of a new service will make it possible to make citizens’ participation in solving local self-government issues more accessible. In addition, the remote format of hearings meets the requirements of epidemiological safety.

Using the portal of public services, residents will be able to find out in advance about the date and time of the hearings, as well as get acquainted with the materials submitted for discussion, for example, with the draft local budget or the strategy for the socio-economic development of the municipality.

All residents with a verified account will be able to participate in the hearings.

Decisions made during the public hearings will be published on the portal, and local authorities will be able to provide a reasoned justification for the decisions made.

The Resolution was prepared to implement the new norms of the Federal Law “On the General Principles of the Organization of Local Self-Government in the Russian Federation”, adopted in 2021.
