Nadezhda Bykovskaya, who held the position of Commissioner for Human Rights in the Komi Republic in 2014-2021, was unanimously elected as its chairman, and Yury Erokhovets as its deputy chairman. The regional Public Council included representatives of the clergy, veteran organizations, the media, as well as the economic and industrial sectors.

The meeting was chaired by the head of the territorial body Dmitry Konovalov.

– The main goal of interaction with representatives of the public is to assist in public control over the activities of the penitentiary system and the solution of its tasks. We are pleased to continue further joint work with the permanent members of the Council, hoping for new fruitful ideas, – said Dmitry Konovalov.

The participants of the meeting discussed the main aspects of the activities of the Public Council and its interaction with the penitentiary department and considered the work plan for 2022, which was introduced to them by the head of the department of educational and social work with convicts Svetlana Vargatyuk. First of all, these are trips to correctional institutions to monitor the observance of the legal rights and interests of suspects, accused and convicted persons, holding personal receptions with them, as well as monitoring the performance of service by penitentiary officers. Members of the Council also participate in the work of the boards of the Office and are members of the jury of various competitions.

The council will include sections on spiritual, moral and informational work, production activities and labor adaptation of convicts, as well as an information council.

The newly elected chairman noted that the council would need to work closely not only with the assistant head of the Federal Penitentiary Service for the observance of human rights in the penal system, but also with the Public Monitoring Commission – it is necessary to plan joint visits to institutions:

– Their main task is the same as ours – to protect the rights of convicts, suspects and defendants, and we also have, in addition, employees and veterans of the penitentiary system. In addition, we need to develop working relationships with the municipal authorities to address the pressing issues of organizing the work of employees.

Concluding the meeting, Dmitry Konovalov emphasized that the increase in the efficiency of the work of the department largely depends on the members of the Public Council, so the staff of the penal system needs to provide them with comprehensive assistance and support.
