Order dated February 3, 2022 No. 169-r

The government continues to support the introduction of intelligent transport systems (ITS) in the regions. Such solutions make it possible to automate traffic control processes and, as a result, improve road safety.

In total, in 2022, 7.35 billion rubles will be allocated for the implementation of measures for the implementation of ITS in the regions. The distribution of funds is approved in the law on the federal budget. This is stated in the order, which was approved by the Government.

Transfer agreements have been concluded with 42 regions. One of these regions is the Republic of Udmurtia. This year, an open regional navigation and information system will be launched here. Its task is to control the movement of public transport. Thanks to this system, residents of the republic will be able to track the transport they need. The system will include all inter-municipal and municipal routes, so the movement of public transport will be displayed online. The equipment needed to run the system has already been purchased.

In Kirov, one of the first areas of ITS will be the modernization of traffic lights. They will replace controllers and introduce detectors to analyze the intensity of traffic flows. This will ensure the optimal mode of crossing intersections and reduce congestion. In total, it is planned to upgrade more than 50 electronic traffic controllers.

In addition, environmental sensors will appear in different parts of the city. They will allow controlling organizations to quickly receive information about the degree of air pollution. Information boards will be installed at the entrances to the regional capital, where data on weather conditions, speed limits, and traffic conditions will be posted so that drivers can choose the best route and avoid traffic jams. To do this, more than 375 TV cameras will be installed in the city.

It is also planned to create a traffic control center in Kirov, and in the future such a center will also appear in the Kirov urban agglomeration, which includes the regional capital, as well as the cities of Kirovo-Chepetsk and Slobodskaya.

Work on the introduction of intelligent transport systems is being carried out in urban agglomerations with a population of over 300 thousand people. The program has become a logical addition to the comprehensive development of road transport infrastructure. Due to the significant increase in traffic in cities, new solutions were required for the safety and comfort of people.

Over the past year, thanks to federal support, 15 traffic control centers were created or upgraded in 24 regions, 1,350 traffic flow detectors, 630 surveillance cameras, 460 smart traffic lights and 70 smart stops, as well as 45 weather stations were integrated.

The signed document amended Decree of the Government dated December 21, 2019 No. 3136-r.
