The total investment in concessions in 2021 will exceed 38 billion rubles.

Last year, the number of concessions concluded in Moscow increased by 2.5 times. All projects under these agreements will affect socially significant areas, in particular housing and communal services.

“In 2021, Moscow signed four concessions with a total investment of over 38 billion rubles. These agreements will make it possible to save budgetary funds and implement socially significant projects in such areas as housing and communal services, social services for the population, and education at the expense of attracted investments. In February 2021, we signed a concession for the construction of two plants for the disposal of sewage sludge. Under the terms of the agreement, the investor will build enterprises within three and a half years, where for the next 17 years he will carry out heat treatment and sludge disposal. The concessionaire plans to supply the resulting product to cement plants for use as solid biofuel. The project will attract 26.9 billion rubles of investments to create production that meets international environmental standards.

In March, a 20-year concession agreement was signed to build a 100-bed geriatric center. The elderly patients will be taken care of here. The investor will invest about 600 million rubles in the reconstruction and equipping of a city building with an area of ​​more than three thousand square meters with specialized equipment. The concessionaire will not only design and build the center, but will also carry out current and major repairs.

“At the end of September last year, we signed the first concession agreement for Moscow in the field of education. According to its terms, the investor will create on the territory of the Skolkovo innovation center a modern school that has no analogues in the country for 825 educational and 150 jobs. The new educational institution will become an important part of the socially significant infrastructure of the dynamically developing Western Administrative District of the capital. Investments in the implementation of the project will amount to about 2.2 billion rubles. The agreement was concluded for 25 years,” said the head of the Moscow Department of Investment and Industrial Policy

And under the terms of the concession agreement signed at the end of December 2021 for 27 years, the investor will invest 8.4 billion rubles in the creation of treatment facilities, which will remove nitrogen from wastewater and extract phosphorus for its subsequent processing into fertilizers. This practice is already widespread in major utilities around the world, including in Europe and the US. The concession will be implemented as part of the third stage of a large-scale reconstruction of the Lyubertsy wastewater treatment plant. Thanks to this project, wastewater treatment in the capital will become practically waste-free, based on the principles of green technologies.
