Deputy Prime Minister Dmitry Chernyshenko held the first meeting of the Commission for Scientific and Technological Development in 2022 via videoconference. It was created by decree of Russian President Vladimir Putin.

The meeting was attended by heads of federal ministries and departments, representatives of the Presidential Administration, research institutes and foundations, state corporations and heads of the country’s regions.

“At the instruction of the President, a new state program for the scientific and technological development of Russia was developed and approved. For the first time, it consolidates all federal budget expenditures on research and development from 34 sectoral state programs. The annual amount of funding for the program amounted to about 1.2 trillion rubles. For its administration, a new management architecture was formed, including the Commission for Scientific and Technological Development. The Commission will coordinate the work of federal authorities, the Academy of Sciences, state corporations, regions, scientific organizations and development institutions to achieve the main goal – cooperation between science and business, shortening the path from an idea to its implementation and ensuring the socio-economic development of the country as a whole,” said Dmitry Chernyshenko.

The meeting approved the composition of the presidium of the commission chaired by Deputy Prime Minister Dmitry Chernyshenko.

It included Minister of Science and Higher Education Valery Falkov, Minister of Transport Vitaly Savelyev, Minister of Economic Development Maxim Reshetnikov, Minister of Health Mikhail Murashko, head of the Federal Medical and Biological Agency of Russia Veronika Skvortsova, head of Rospotrebnadzor Anna Popova, head of the Office of the President of Russia for Scientific and Educational Policy Inna Bilenkina, Special Representative of the President for Digital and Technological Development Dmitry Peskov, President of the Russian Academy of Sciences Alexander Sergeev, Deputy Minister of Finance Mikhail Kotyukov, Deputy Minister of Digital Development, Communications and Mass Media Maxim Parshin, First Deputy Minister of Industry and Trade Vasily Osmakov, Deputy Minister of Agriculture Maxim Uvaidov , General Director of the Russian Science Foundation Alexander Khlunov, President, Chairman of the Board of Sberbank of Russia PJSC German Gref, Governor of the Moscow Region Andrey Vorobyov, Governor of the Novosibirsk Region Andrey Travnikov , Rector of the National Research Tomsk State University Eduard Galazhinsky, as well as representatives of the state corporation Rosatom and the National Research Center Kurchatov Institute.

Dmitry Chernyshenko instructed to form a work plan for the presidium for 2022 based on the proposals of the commission members.

As part of the commission’s agenda, issues of development and implementation of integrated scientific and technical programs (KSTP) of the full innovation cycle were discussed.

The Vice Prime Minister noted that the scientific and technical programs of the full innovation cycle are an important mechanism for achieving the results of the new state program for the scientific and technological development of Russia.

“There are already a number of developers interested in implementing such projects. It is important for us that the whole process, from the creation of a product to its launch in production and launch on the market, goes smoothly. To this end, changes have been made to the algorithm for the development and implementation of such projects. They are subject to approval by the relevant departments. I ask the ministries to submit their proposals for the transformation of individual structural elements of the new state program into comprehensive tools to support the KSTP,” said Dmitry Chernyshenko.
