Forest management planning in Russia will become more transparent thanks to the new procedure approved by the Government Decree as a follow-up to the amendments to the Forest Code of the Russian Federation adopted in the summer of 2021.

The document assumes a two-level system for preparing a forest inventory plan.

At the first stage, proposals for the inclusion of certain sites in the plan are formed in the regions. When making decisions, such a factor as the implementation of priority forest investment projects in the respective territories should be taken into account.

At the second stage, on the basis of the proposals prepared by the subjects, a unified federal plan for forest management is drawn up, designed for 10 years. The plan prescribes the timing of the forest management, determines the amount of necessary measures and the territory for their implementation.

Thus, the regions and forest users will get a clear picture of the state’s plans for the development of forest resources, and the expenditure of budgetary funds for forest management will become more transparent and efficient. The plan is expected to be updated annually.
