April 13, 1932 is considered to be the founding day of the State Budgetary Institution “Automobile Roads”, when the city cleaning trust was created. It started the centralized cleaning of Moscow with the help of special equipment. This year the company celebrates its 90th anniversary.

At the end of the 2000s, about 500 people worked in the State Budgetary Institution “Automobile Roads”, and the area of ​​​​responsibility was limited to several dozen highways.

As part of the formation of a new model for the operation of the road sector, the Automotive Roads State Budgetary Institution has become the largest industry organization, on the balance sheet of which there are about 40 percent of the roads of the capital – 642 objects with a total area of ​​42.6 million square meters. Among them are Garden Ring, Tverskaya Street, Third Transport Ring, Leningradsky Prospekt, Prospekt Mira, Kievskoye Highway, Moscow Ring Road and other central highways. In addition, the enterprise serves a part of the territories of the Troitsky and Novomoskovsk administrative districts.

The fleet of vehicles of the State Budgetary Institution “Highway Roads” includes over 7.2 thousand road-cleaning machines, 90 percent of which are domestically produced.

Since 2016, the company has taken over the care of green spaces — trees, flower beds and other landscaping facilities located along outbound and ring highways.

Specialists take care of 174 thousand trees growing on the streets of Moscow, 18.1 million square meters of lawns and 96.4 thousand square meters of flower beds.

Last year, the employees of the institution planted 9.3 million flowers (they decorated the city in summer), and in October 2021 – 1.95 million tulip bulbs that will bloom for the May holidays.

32,000 people work at the State Budgetary Institution “Roads”. 40 percent of employees are Muscovites, the remaining 60 percent are residents of Russian regions, mainly Bryansk, Kaluga, Moscow, Ryazan, Smolensk, Tambov, Tula and Yaroslavl regions.

The structure of the organization includes 61 road maintenance sites and 25 large production complexes, including the Ochakovo production complex on Ryabinovaya Street.

On the territory of 1.5 hectares there is an administrative building, two buildings for recreation and temporary residence of non-resident employees for 375 places, and warehouses. The production complex employs 307 specialists (drivers, machine operators, road workers and others). The company’s fleet of vehicles includes 40 specialized road sweepers.

State Budgetary Institution “Roads” cooperates with 25 colleges and 16 universities throughout Russia, providing places for students to undergo industrial and undergraduate practice. Among the most popular professions are a driver, a road worker, a road section foreman, a dispatcher, an asphalt concrete worker, a concrete worker, a machine operator, a stonemason, a car repairman, a laboratory engineer, a surveyor, and a measurer. In 2021, 279 students completed an internship at the enterprise, 21 of them were subsequently hired.

Work in the autumn-winter season

According to Sergei Sobyanin, this winter has become one of the most difficult in recent years.

“A lot of snow, 2021 was the coldest year in the last 15 years. And all this was superimposed on the pandemic, the peak incidence was a record for all time. Nevertheless, despite all the difficulties, the housing and communal complex of Moscow coped with the tasks that it faces: cleaning the city from snow, ice, frost and, of course, reliable energy supply. Winter is not over yet, but the most difficult period has probably passed,” he said.

During the current autumn-winter period, 160 centimeters of snow fell in Moscow (with a climatic norm of 152 centimeters per season). The air temperature passed through the zero mark 32 times.

Up to 100 thousand people (road workers, janitors, roofers, drivers and other specialists) and over 10.5 thousand units of specialized road cleaning equipment are involved daily in order to timely remove snow from urban areas and clean the roofs of buildings.

Snow is disposed of at 56 stationary snow rafting stations and 38 mobile snow melters. Their total capacity is about 650,000 cubic meters per day.

Over 1.4 thousand emergency recovery teams equipped with 1.5 thousand units of specialized equipment and over 1.8 thousand emergency power supplies (diesel generator sets) can be involved in the elimination of possible damage to thermal, electrical, gas and other engineering networks. .

Currently, all resource supply systems of the city are operating normally. Emergency shutdowns are not allowed.

The existing power reserves of the systems make it possible to stably and uninterruptedly supply consumers with energy resources, in particular, heat when the outdoor temperature drops to minus 30-40 degrees, as well as meet the needs of promising urban programs and infrastructure projects.

Thermal power plants have accumulated the necessary reserves of reserve fuel: 395.2 thousand tons of fuel oil, 360.4 thousand tons of coal, 22.4 thousand tons of diesel fuel. This volume will be enough to ensure autonomous operation of heat generating facilities in Moscow in winter conditions for seven days.
