Deputy Prime Minister Alexander Novak held an expanded meeting of the Federal Headquarters for Gasification. The event was attended by Andrey Turchak, Secretary of the General Council of the United Russia party, representatives of the Russian Ministry of Energy, structures of Gazprom Mezhregiongaz LLC, heads of a number of Russian regions.

The meeting participants analyzed the latest data on the execution at the federal and regional levels of the instructions of the President of Russia Vladimir Putin to complete the regasification of the country’s regions by the end of 2022, and also considered the reports of the heads of headquarters of a number of regions.

At the moment, with the active participation of the All-Russian Popular Front, regional branches of the United Russia party, which initially took the initiative to carry out regasification, active work is underway with residents of the regions on applications for regasification, Alexander Novak said.

“With the support and active participation of the United Russia party, all the work related to the preparation of the regulatory framework was carried out last year – amendments were made to five federal laws, 19 government decrees were adopted. All the necessary infrastructure has been created for citizens to apply,” the Deputy Prime Minister said.

The obligation to pay for the construction of infrastructure within the villages and up to the border of the household plot was removed from the population – this obligation now falls on the single gas supply operator and regional operators, the Deputy Prime Minister added. According to Gazprom, about 160 billion rubles have been allocated for these purposes, about 300 contracts have already been signed with regional operators to finance construction work.

“Gasification is one of the key areas of the country’s socio-economic development. To date, about 650,000 applications have been submitted, about 225,000 contracts have been concluded, but this is still not enough,” said Alexander Novak.

During the meeting, the Deputy Prime Minister stressed the need for the heads of regions to participate more actively in the work of regional headquarters, while paying close attention to the sufficiency of social support measures for low-income categories of citizens. Today, such measures are already in place in 63 regions; in 2021, about 2 billion rubles were allocated for social support of residents.

In addition, the leadership of the regions should monitor the dynamics of prices for gas equipment and services for connecting houses to gas and prevent their sharp growth, the Deputy Prime Minister concluded. At the same time, additional gasification is impossible without the approval of fuel and energy balances (FEB), as well as road maps for additional gasification – these documents must be agreed by April 21, 2022, reminded Alexander Novak. Approval of plans-schedules of gasification from 18 regions of the country is expected.

Secretary of the General Council of the United Russia party, First Deputy Chairman of the Federation Council Andrei Turchak noted the need for closer work not only at the level of regional management, but also directly with residents and submitted applications. “We still note an insufficiently high percentage of concluded contracts. The analysis carried out by our regional offices shows that this is largely due to insufficient explanatory work in the field. Many citizens believe that as soon as they enter into an agreement, they will have obligations to purchase gas equipment, lay pipes in the area, and so on. Our task is to bring information to people that they will not have any financial obligations with the conclusion of the contract,” Andrei Turchak emphasized.

The head of United Russia also noted the need to further expand the tools to support beneficiaries. According to him, regions that have not yet adopted such support measures must approve them within a month. Another 13 subjects of the country are expected to do so in the near future. In addition, the need to address issues of expanding the capacity of the gas transmission system (GTS) was noted.

It is also planned that by the end of the first half of the year, citizens will be able to implement the entire range of aftergasification services through the public services portal – not only submit an application, but also conclude an agreement, receive technical conditions and a comprehensive connection service, this will significantly simplify the process. Currently, a unified federal contact center for consultations on major issues is operating to receive citizens’ appeals, which has already received more than 17 thousand calls.

During the meeting, the Deputy Prime Minister also heard reports from the heads of regions on the gasification of the Bryansk, Ulyanovsk, Tyumen and Sakhalin regions. In all subjects, the implementation of the Presidential order on regasification continues, while it reaches the highest potential in the Tyumen region (32 thousand households in gasified settlements, 11 thousand of them were applications), as well as in the Ulyanovsk region (potential of 9 thousand households ).
