On February 15, the leadership of the emergency department, the heads of the Main Directorates of the Russian Emergencies Ministry from all subjects of the Russian Federation, and the heads of institutions of the EMERCOM of Russia system took part in the event via videoconference.

The main aspects of supervisory activity and preventive work are considered. In particular, it was noted that last year, compared to 2020, the number of uncontrolled burns decreased by a third, and burning on agricultural land was halved. This is largely due to the effectiveness of the implemented preventive measures. So, since January 2021, the supervisory bodies of the department have been empowered to conduct unscheduled inspections of settlements subject to the threat of forest fires under the conditions of a special fire regime.

The Ministry continues legislative activities aimed at preventing natural fires and minimizing their consequences for the natural environment and human settlements. Thus, in January of this year, in the first reading, the State Duma adopted a draft law prepared by the Russian Emergencies Ministry on strengthening criminal liability for the occurrence of forest fires due to criminal negligence from three to four years in prison. The amendments concern Article 261 of the Criminal Code of the Russian Federation. In addition, the changes proposed by other bills establish a cost criterion for the criminalization of criminal acts, distinguishing between administrative and criminal offenses.

During the lesson, it was noted that this year 18 subjects of the Russian Federation have already been identified, for which the threat of floods and wildfires is relevant. A command and staff exercise with the authorities and forces of the RSChS will be sent to practice actions to protect against seasonal natural risks. It is scheduled for April 12-14.

Attention was also paid to the use of rescue units. Last year, the legal protection of rescuers was ensured when carrying out emergency rescue operations in conditions of emergency. A similar regulation is currently being prepared for firefighters.

It was also noted that currently there are 6 Arctic search and rescue units and the Arctic Rescue Training and Research Center operating in the country. The Ministry of Emergency Situations of Russia is participating in the deployment of additional forces and means in the Arctic. Thus, it is planned to create 4 Arctic integrated emergency rescue centers in the settlements of Pevek, Sabetta, Dixon and Tiksi.

In 2021, about 58 thousand students graduated, including 2264 people in higher education programs. The Ministry completed over 470 research projects last year.

The Ministry of Emergency Situations of Russia continues to digitalize the system for preventing accidents and emergencies. New services and information systems are regularly put into operation, which allow to activate the processing of information, thereby increasing the efficiency of making managerial decisions. All this contributes to minimizing negative consequences. The introduction of digital technologies makes it easier to provide financial assistance to affected populations. In addition, public services provided by the GIMS of the EMERCOM of Russia are being converted into an electronic format. So, it became possible to apply for a certificate for the right to drive a small vessel through a special service.

This year, the department will pay special attention to improving the culture of information security – a number of events in the field of cybersecurity are planned.

At the meeting, the leadership of the Ministry of Emergency Situations of Russia expressed gratitude to the territorial bodies of the department involved in the preparation and conduct of the interdepartmental experimental research exercise in the Arctic zone of the Russian Federation and the international salon of security equipment “Integrated Security-2021”. The latter was attended by 285 organizations, more than 350 samples of new equipment were provided.

This year, the EMERCOM of Russia will take part in ensuring security during the World Volleyball Championship in 10 cities of the country.
