On February 16, the final meeting of the collegium of the Ministry of Emergency Situations of Russia was held, where the results of the department’s activities for 2021 were considered and priority tasks for the current year were updated.

“Over the past three decades, the Ministry has proven in practice that it is an extremely important, in-demand link in the Russian security system, has become a well-coordinated, mobile, well-equipped structure responsible for protecting our citizens from emergencies, for preventing and extinguishing fires, for developing a system civil defense. The past year has been a challenging one for the Ministry of Emergency Situations. Floods in Siberia, the Far East, and the south of the country have become a serious test for rescuers. An active struggle was waged against natural and man-made fires that threatened people and settlements. A large set of works was carried out to eliminate the consequences of the accident at the Listvyazhnaya mine. And of course, our citizens are grateful to you for the tangible assistance that was provided in the fight against the coronavirus,” V. Putin said.

Alexander Chupriyan reported on the results of the work of the department. He noted that in 2021 there were 386 natural, man-made, biological and social emergencies. The causes of natural emergencies to a greater extent are the ongoing changes in climatic conditions. The nature of floods and floods has changed. So, in 20 regions, about 15 thousand residential and country houses, more than 30 thousand household plots and 270 socially significant objects fell into the flood zone.

At present, experts have already begun to analyze all the flood-forming parameters that determine the nature of the flood in the coming spring. From April, a mobile complex for receiving and transmitting space information will start operating in the Siberian and Far Eastern Federal Districts.

As a result of abnormally high temperatures, dry thunderstorms and lack of precipitation, 24 emergencies occurred in 17 subjects associated with natural fires. In total, 3,210 natural fires were registered in the country last year, the main sources of which are in the Republic of Sakha (Yakutia), Irkutsk and Tyumen regions. Thanks to the timely actions of the responding departments of the department, 14 crossings of forest fires and 40 crossings of dry vegetation fell on settlements were prevented. 42,000 houses were protected from fire and 872,000 people were protected.

Checks of the readiness of the authorities and forces of the RSChS to act during the flood and fire season will take place in February and March. In addition, from April 12 to 14, it is planned to conduct a command and staff exercise with the authorities and forces of the RSChS to work out the issues of ensuring the safe passage of floods, protecting settlements, economic facilities and social infrastructure from wildfires.

In terms of the number of man-made fires, there is a decrease by 11% compared to the previous period. The country averages 1,100 fires every day.

Chupriyan stressed that in 2021, the units of the Russian Emergencies Ministry carried out more than 2 million combat responses, extinguished 390 thousand fires, rescued and evacuated 260 thousand people, and provided emergency psychological assistance in more than 12.7 thousand cases. Aviation EMERCOM of Russia performed almost 15 thousand flights, transported almost 20 thousand passengers and more than 18 thousand tons of cargo. “In order to increase the efficiency of fire extinguishing and the level of combat readiness of fire garrisons throughout the country, 60 specialized fire and rescue units have been created. This is the fire brigade. Work in this direction continues,” he said.

In the course of the colleague, the role of voluntary formations was noted. Last year, they participated in the elimination of emergencies and their consequences more than 39 thousand times, in extinguishing man-made fires – almost 30 thousand times, forest and landscape fires – more than 13.5 thousand times.

For the purpose of staffing educational institutions of higher education of the system of the department, 1391 specialists graduated. Almost 25,000 people were trained and retrained in educational institutions of additional professional education, and almost 19,000 employees were trained in the training centers of the FPS.

The result of legal regulation in the field of activity of the Ministry of Emergency Situations of Russia was the adoption of 7 federal laws. They are aimed at legislative support for the activities of the personnel of the rescue department, and also solve issues of preserving the life and health of citizens. In addition, at the initiative of the department, when implementing instructions within the framework of the “regulatory guillotine”, the Government adopted 15 resolutions and more than 40 orders, 71 orders of the Ministry of Emergencies of a regulatory legal nature were registered with the Ministry of Justice of Russia. At the same time, more than 1.5 thousand obsolete requirements for ensuring fire safety were reduced, 40 decrees of the Government of the Russian Federation and 110 departmental acts were canceled. This made it possible to ensure maximum transparency of fire regulations for both entrepreneurs and citizens. This year, the improvement of the legislative framework continues – work is underway on 14 bills submitted for consideration to the State Duma.

In addition, when revising the norms and rules, significant steps were taken to ensure fire safety in such science-intensive industries as green energy, nuclear energy, the market for low-tonnage liquefied natural gas, wooden multi-storey residential and public construction, infrastructure for vehicles running on alternative fuels – electric and hydrogen vehicles.

A program has been developed for the technical re-equipment of units of the Ministry of Emergency Situations of Russia with fire, rescue, special and aviation equipment until 2030, in accordance with which almost 15 billion rubles have been allocated to the department by the end of 2021. An additional 6 billion rubles were allocated for the purchase of fire, rescue, special and aviation equipment and 22.3 billion rubles for equipping the Arctic aviation units. In just ten years, it is planned to supply more than 15 thousand units to the divisions of the department. special equipment, of which 1.3 thousand will go into service with rescuers and firefighters this year.

Large-scale work is being carried out to ensure the security of the Arctic territories. In January of this year, the active stage of construction of the Arctic Complex Center in Pevek began, the commissioning of which is scheduled to be completed by 2024. The issue of placing such a center at the existing facilities of the gas production cluster in the village is also being worked out. Sabetta and at oil production facilities in the area of ​​Sever Bay (Krasnoyarsk Territory). Communication systems of the Ministry of Emergency Situations of Russia will also be deployed in the Arctic zone of the Russian Federation.

At the end of 2021, the Ministry was recognized as one of the leaders in digital transformation among federal departments. This year, the EMERCOM of Russia will continue the digitalization of the provision of public services and forecasting. Supervision over compliance with fire safety requirements has been digitalized: documentary interaction between participants in the processes of control and supervision activities and consideration of complaints in the process of pre-trial appeal is carried out completely in electronic form. This year, the department plans to put into operation key socially significant information systems and services.

As part of international activities, 49 operations were carried out, including a humanitarian demining operation in Nagorno-Karabakh and the provision of humanitarian assistance to Tajikistan, Turkmenistan, Kyrgyzstan, South Africa and other countries.

Work is underway to improve the living conditions of the personnel of the Ministry of Emergency Situations of Russia – last year 112 families became newcomers.

For selfless actions involving a risk to life and health while saving people and property, 23 firefighters were awarded state awards and more than 2.5 thousand firefighters and rescuers were awarded departmental insignia of the Russian Emergencies Ministry.
