The Vice Premier noted that the regions have already expressed interest in expanding the Sakhalin experiment.
The law on limiting greenhouse gas emissions in certain constituent entities of the Russian Federation was adopted by the State Duma in the final third reading. The experiment on emission quotas will start in 2022.
The purpose of the experiment is to achieve carbon neutrality in the Sakhalin Region by December 31, 2025, as well as to achieve carbon neutrality in the territories of other potential participants in the experiment, recalled the Deputy Prime Minister.
“On the example of Sakhalin, the methodology for accounting for emissions and removals of greenhouse gases will be worked out, carbon regulation tools will be tested, and the conditions for introducing the necessary technologies will be determined. Most importantly, the experiment will allow businesses to launch the circulation of carbon units in Russia. Other subjects of the Federation will also be able to connect to it. Interest in the experiment was expressed by the Republic of Bashkortostan, Khabarovsk Territory, Irkutsk and Kaliningrad regions. The experience gained will be useful in the work of the regions, completely new mechanisms for environmental control and regulation of economic activity will appear,” Victoria Abramchenko said.
She noted that the law provides for the possibility of extending the experiment to other regions and creating individual programs for each to achieve carbon neutrality.
The most important part of the experiment, according to her, will be the quotas for greenhouse gas emissions and the introduction of a system for accounting and turnover of quota fulfillment units. The law approves the procedure for determining and approving quotas for enterprises. They are formed in accordance with the balance of emissions and removals of greenhouse gases in the territory of the experiment, as well as taking into account how much emissions need to be reduced. The amount of quotas is signed for each year of the experiment, if they are exceeded, the organization is charged a fee, the proceeds from which will be used to finance climate projects. To verify the data provided, a verification system is being created.
“For regional environmental and industrial policy, it is necessary to clearly understand the situation with the volume of emissions, encourage enterprises to reduce them, and also provide for the possibility of trading in quotas in the interests of a balanced development of the economy. For the industry, this is an additional incentive to introduce the best available technologies and modernize production,” the Deputy Prime Minister believes.
In 2021, an inventory of greenhouse gases was carried out in the Sakhalin Oblast: emissions amounted to 12.3 million tons of CO2-eq, absorption – 11.1 million tons of CO2-eq. The difference between emissions and removals was about 10% or 1.2 million tons of CO2-eq. This is the amount that needs to be reduced to achieve carbon neutrality.
Regional programs are being implemented to achieve this goal. By 2025, 145 boiler houses will have to be converted from coal to gas, the share of transport running on gas and electricity will be increased to 50%, and the share of renewable energy sources will also be increased.
